Position Title: Chief Human Resources Officer

Position Summary:

The Chief Human Resources Officer is responsible for overseeing all aspects of Human Resources operations. This role provides expert consultation to both leadership and staff, fostering an inclusive and supportive workplace culture that attracts and retains talent. The position ensures compliance with all relevant employment regulations.

Key Responsibilities:

  • Leadership Advisory: Act as the HR advisor to organizational leadership, offering expertise in recruitment, employee selection, workplace safety, performance management, labor laws, and employee engagement.
  • Policy Compliance: Oversee and provide strategic guidance on human resource policies, labor relations, union negotiations, and compensation structures.
  • Internal Communication: Deliver prompt and effective responses to inquiries from leadership and staff through various communication channels. Facilitate meetings and presentations for the organization.
  • Team Management: Guide and mentor HR team members through goal setting, collaboration, performance evaluations, and recognition initiatives.
  • Employee Engagement: Collaborate with leadership to cultivate a supportive and rewarding workplace that promotes inclusivity and results-oriented practices.
  • Compensation and Benefits: Lead HR initiatives to research and implement competitive and equitable pay and benefits practices.
  • Community Representation: Represent the organization in various meetings, workgroups, job fairs, workshops, and community events.
  • Additional Responsibilities: Perform other duties as assigned.

Educational Requirements:

  • Bachelor's degree in a relevant field is required.
  • Master's degree is preferred.

Certification Requirements:

PHR or SPHR certification is preferred.

Experience Requirements:

  • A minimum of five years of generalist experience in human resource management with progressive responsibilities, ideally within the public sector.
  • At least seven years of supervisory experience.
  • Experience in labor negotiations is essential.

Knowledge Requirements:

  • Thorough understanding of federal and state employment laws.
  • Familiarity with public employment regulations in Michigan.

Competencies and Skills:

  • Strong knowledge of management best practices.
  • Awareness of current labor laws affecting employees and employers.
  • Understanding of strategic factors influencing business operations and decision-making.
  • Ability to conduct research, gather information, and make informed decisions.
  • Proficiency in communication, both verbal and written, with the ability to exercise discretion and tact.
  • Ability to recognize and address employee needs and concerns.
  • Familiarity with payroll regulations and best practices.
  • Capability to learn and operate HRIS software systems.

Managerial Skills:

  • Ability to analyze complex operational issues and recommend effective solutions.
  • Experience in fostering a collaborative team environment focused on continuous improvement.
  • Proficient in recruiting, supervising, and evaluating professional and administrative staff.
  • Effective project management and interpersonal skills.
  • Ability to manage crisis situations with appropriate responses.
