Position Summary:
The Chief Human Resources Officer is responsible for overseeing all aspects of Human Resources operations. This role provides expert guidance to leadership and staff, ensuring the organization attracts and retains a diverse workforce within a supportive and inclusive culture. The position also ensures compliance with all relevant employment regulations.
Key Responsibilities:
- Leadership Advisory: Act as the primary HR advisor to organizational leadership, offering expertise in recruitment, selection, workplace safety, performance management, employment legislation, and employee engagement strategies.
- Policy and Compliance Management: Oversee and provide strategic guidance on human resource policies, labor relations, union negotiations, and compensation structures.
- Internal Communication: Deliver prompt and effective responses to inquiries from leadership and staff through various communication channels. Facilitate meetings and presentations for staff engagement.
- Team Leadership and Development: Mentor and guide HR team members in setting goals, fostering collaboration, managing performance, and recognizing achievements.
- Employee Engagement Initiatives: Collaborate with leadership to cultivate a positive, results-driven, and inclusive workplace environment.
- Compensation and Benefits Oversight: Lead HR efforts in researching and implementing competitive and equitable compensation and benefits practices.
- Community Representation: Represent the organization at meetings, job fairs, workshops, and other community events.
- Additional Responsibilities: Perform other duties as assigned.
Educational Requirements:
- Bachelor's degree in a relevant field is required.
- Master's degree is preferred.
Certification Requirements:
PHR or SPHR certification is preferred.
Experience Requirements:
- A minimum of five years of generalist experience in human resource management with increasing responsibilities, ideally in the public sector.
- At least seven years of supervisory experience.
- Experience in labor negotiations is essential.
Knowledge Requirements:
- Proficient understanding of federal and state employment laws.
- Familiarity with public employment regulations in Michigan.
Essential Skills:
- Knowledge of best management practices.
- Awareness of current labor laws affecting employees and employers.
- Understanding of strategic factors influencing business operations and decision-making.
- Ability to conduct research, gather information, and make informed decisions.
- Effective communication skills, both verbal and written.

- Expertise in managing content and audience for effective communication.
- Knowledge of methods to enhance diversity, equity, and inclusion.
- Familiarity with payroll regulations and best practices.

- Experience in recruiting, supervising, and evaluating staff.
- Ability to conduct effective meetings and manage crisis situations.
