POSITION OVERVIEW:

The Chief Executive Officer is tasked with the comprehensive oversight and responsibility of the organization. This role is pivotal in formulating and executing strategic initiatives, managing financial resources, delivering outstanding client service, and addressing human resources issues in accordance with established protocols while fulfilling all contractual commitments. This position serves as the principal liaison between the organization, its partners, contracting entities, and external stakeholders.

KEY RESPONSIBILITIES:

• Formulates and executes all policies, procedures, strategies, and directives of the organization and its contracting partners to ensure exceptional client service, high-quality service levels, and regular progress reporting.

• Collaborates with the Executive Leadership Team to establish, implement, and ensure the achievement of long-term objectives and strategies.

• Develops, implements, and oversees the operational budget to guarantee sufficient funding for workforce development initiatives.

• Designs, implements, and monitors performance metrics, initiating necessary adjustments to meet established goals.

• Cultivates and mentors a proficient management team and succession plan for all critical roles.

• Ensures service delivery adheres to federal, state, and local regulations and standards.

• Exemplifies the organization's core values and ensures that the vision, mission, and values are upheld by all team members.

• Proposes and establishes strategic partnerships with other organizations to enhance customer benefits.

ESSENTIAL QUALIFICATIONS:

• Expertise in workforce development, economic growth, and project oversight with the capability to manage multi-faceted, geographically diverse public systems.

• Proficient in effective management methodologies and practices, including planning, strategy formulation and execution, outcome assessment, and accountability.

• Familiarity with relevant federal, state, and local laws and regulations.

• Understanding of national and local demographics, economic trends, labor market dynamics, and the interrelationship between community, workforce development, and education.

• Proficient in word processing, spreadsheet applications, and general technology skills.

• Exceptional customer service, interpersonal, and leadership capabilities.

• Strong problem-solving and analytical skills, strategic planning, organizational abilities, and attention to detail.

• Excellent verbal and written communication skills.

• Ability to prioritize and manage multiple tasks simultaneously.

• Capacity to engage and empower team members while delegating responsibilities effectively.

• Ability to collaborate with diverse stakeholder groups.

EDUCATIONAL BACKGROUND AND EXPERIENCE:

• Bachelor's degree is mandatory.

• A graduate degree from an accredited institution is highly preferred.

• A minimum of ten (10) years of relevant experience in workforce development or a comparable role is required.

• At least seven (7) years of supervisory experience is essential.

• Relevant professional experience may be considered in lieu of formal education.

• A valid driver's license and proof of insurance with a clean driving record are required.

• Bilingual proficiency in English and Spanish is preferred.

PHYSICAL REQUIREMENTS:

Physical demands include occasional lifting of up to 10 pounds. The role involves standing, sitting, bending, and walking to fulfill job responsibilities. Visual acuity, speech, and hearing are necessary. The working environment is primarily office-based, with occasional travel required. Flexible working hours may be necessary.
