Position Overview

The role is pivotal in establishing departmental goals that encompass fostering a cohesive team, streamlining processes, and ensuring effective communication. This position emphasizes robust project management to oversee the design and execution of various electrical and non-electrical initiatives, including transmission and distribution facilities. The incumbent will apply project management methodologies to ensure successful project delivery.

Key Responsibilities

  1. Leverage established management systems to track budgetary, operational, and capital project activities.
  2. Develop and maintain updated schedules for both expense and capital projects within the department.
  3. Manage contract negotiations for the procurement of essential equipment, materials, and engineering services.
  4. Oversee the creation of comprehensive work plans and specifications for significant construction projects.
  5. Authorize expenditures within designated limits.
  6. Prepare and submit departmental capital and expense budgets for approval.
  7. Define project requirements for the construction of facilities, including various electrical infrastructures.
  8. Balance the utilization of consulting engineers to meet project design timelines while optimizing in-house resources.
  9. Provide regular written or verbal updates on departmental responsibilities, including monthly reports on financial and scheduling performance.
  10. Direct and assign tasks to team members, offering training and mentorship while evaluating their performance.
  11. Establish performance metrics for departmental areas of responsibility.
  12. Engage in negotiations with governmental agencies regarding modifications or relocations of facilities.
  13. Oversee design coordination for the interconnection of facilities with other utility providers.
  14. Participate in external committees, representing the organization as authorized.
  15. Develop and implement a comprehensive Project Management Plan that outlines the application of appropriate tools and techniques.
  16. Present project and contract proposals to the Board of Directors for authorization.
  17. Maintain a prioritized list of system deficiencies for future capital improvement projects.
  18. Perform additional duties as assigned.

Required Competencies

  1. Extensive knowledge of electric utility systems, operations, and construction practices.
  2. Understanding of the impact of cold weather on substation equipment performance.
  3. Ability to identify electrical system needs and propose solutions that meet operational and aesthetic requirements.
  4. Proven track record of successful project delivery using recognized project management methodologies.
  5. Capability to collaborate with other departments in the preparation of plans and reports.
  6. Strong supervisory skills and the ability to foster effective working relationships.
  7. Proficiency in various software applications, including word processing, spreadsheets, databases, and project management tools.

Supervisory Role

This position supervises Senior Project Engineers, Project Engineers, and Site Engineers, and may direct other personnel as necessary.

Work Environment

Work is primarily conducted in an office setting, with occasional field visits required for inspections and data collection in diverse weather conditions. This role may involve travel for meetings and is subject to on-call responsibilities.

Qualifications

Education

A Bachelor's degree in engineering is required, with a preference for electrical engineering. Additional training in electric utility design and planning is advantageous. Registration as a Professional Engineer in Alaska or the ability to obtain it within one year is preferred. A Master's degree in project management or PMP certification is desirable.

Experience

A minimum of five years of relevant engineering design or construction experience is required, including three years in a supervisory and project management capacity. Experience with high voltage systems is preferred. Familiarity with union environments is also beneficial.
