Position Overview:

The Financial Systems Functional Analyst plays a crucial role in enhancing and modifying automated financial systems, including accounting, procurement, and inventory management. This position involves a thorough analysis of user requirements and operational needs, assisting users in navigating systems, and resolving work-related challenges. Additionally, the analyst will assess system performance and propose enhancements to ensure optimal functionality.

Key Responsibilities:

  • Lead the Finance and Administration department in the selection and implementation of new ERP systems, ensuring that accounting, procurement, parts, and grants management requirements are effectively represented.
  • Oversee the management of financial systems, including systems administration, programming, and troubleshooting. Collaborate with IT personnel to address technical issues and work with vendors to identify and resolve system errors.
  • Plan and execute major installations and upgrades for financial, procurement, inventory management, and grants information systems, establishing criteria for system design, budget, and quality standards.
  • Develop intricate financial queries and reports, utilizing SQL and other tools to analyze data and fulfill special requests.
  • Investigate and analyze system discrepancies, implementing process improvements to address technical challenges.
  • Update systems to comply with changes in governmental accounting standards and regulations, ensuring procedural adjustments are made to enhance operational efficiency.
  • Provide mentorship to staff on the use of accounting, grants, and procurement systems, assisting in the resolution of complex system-related issues.
  • Facilitate data integration between various systems, collaborating with stakeholders to optimize functionality.
  • Perform additional duties as necessary.

Qualifications:

  • Bachelor's degree in Accounting, Finance, Computer Science, Business Administration, or equivalent technical training.
  • A minimum of five years of experience in an accounting or finance systems role, focusing on data and systems.
  • Five or more years of experience in system analysis or engineering within a finance/accounting department, including report design and user support.
  • Two years of experience in process analysis or project management.

Knowledge and Skills:

  • Understanding of finance/accounting, grants, procurement, and parts systems.
  • Familiarity with relational databases designed for financial data tracking.
  • Knowledge of Generally Accepted Accounting Principles and governmental accounting practices.
  • Ability to foster an inclusive workplace, promoting diversity and collaboration among team members.
  • Strong communication skills, capable of conveying technical information to diverse audiences.
  • Proficient in writing documentation and training materials.

Preferred Qualifications:

  • Experience in selecting and implementing ERP systems, particularly in accounting and procurement.
  • Participation in writing requests for proposals (RFPs) and collaborating with procurement and project management teams.
  • Familiarity with PeopleSoft Financials and/or PeopleSoft HCM.
  • Experience with Trapeze software.
  • Strong analytical and problem-solving skills to guide decision-making in systems design.
  • Proficiency in PeopleSoft programming, report writing, SQL, and SQR.

Working Conditions:

This position allows for hybrid telework, typically involving a combination of on-site and remote work. The role is performed in an office environment, requiring the use of standard office equipment and technology.
