PRIMARY RESPONSIBILITIES:
To oversee, modify, and design various automated budget system programs for the county, while planning, coordinating, and managing these systems throughout the County's Budget process.

ESSENTIAL DUTIES:
- Enhance and refine existing budget system software; develop and adjust budget system processes to support the County's budget development.

- Design, modify, and generate budget system reports and processes; meticulously document all facets of the budget system.

- Maintain and enhance County Budget development database applications; ensure these applications are constructed and sustained as a relational database adhering to sound design principles; analyze user and database activities during the budget process to avert application issues; stay updated with database and information technology trends; leverage technological innovations to deliver and implement solutions and enhancements within budget processes; remain informed about budget and financial analysis tools and methodologies.

- Facilitate the coordination of manual and automated financial systems to boost accuracy and provide timely management insights.

- Address inquiries and disseminate budget system information to users as required; provide training to personnel on the budget system.

- Conduct, engage in, and coordinate various budget-related special studies.
- Develop training programs and instruct personnel in the use of computerized budget systems.
- Perform related responsibilities as necessary.

A Bachelor's degree in Computer Science is mandatory, with IT certification in multiple directly related specialties preferred; PLUS, five (5) years of relevant systems experience; OR, any combination of training and/or experience that equips the candidate with the necessary knowledge and skills.

Previous experience with financial systems in a governmental context is preferred. Candidates must successfully complete job-related assessments.

KNOWLEDGE AND SKILLS:

- The principles and practices of budgeting and financial management as applied to public entities.

- The tools, standards, methods, best practices, and industry trends relevant to database development and application across a large, complex organization.

- Techniques and procedures for conducting detailed systems analysis.
- Computer systems and software applications.
- Capital and operational budget procedures.
- High-level user report languages.

Ability to:
- Utilize computer technology effectively to perform assigned tasks.
- Interpret administrative directives and apply initiative and sound judgment in relevant work situations.
- Analyze and resolve issues related to systems development or programming.
- Interpret and communicate complex financial data effectively.
- Apply finance and accounting principles to intricate challenges.
- Communicate proficiently both orally and in writing.
- Organize and prioritize work independently without direct supervision.
- Work efficiently under pressure and meet deadlines.
- Maintain confidentiality of sensitive information.
- Establish and nurture effective working relationships with superiors, peers, associates, and the public.
SUPERVISION: Employees in this role receive guidance from an administrative superior as assigned. The work is conducted with a significant degree of independence and is evaluated through meetings, reports, and outcomes achieved.
WORKING ENVIRONMENT: The role is performed in a standard office setting.
