Position Overview

Snohomish County's Finance Department is on the lookout for skilled Fiscal Systems Analysts to enhance our operations team. These roles will contribute to a comprehensive finance system implementation initiative.

Position Responsibilities:

The primary function of this role is to design, maintain, and modify various automated financial system programs specific to the county and finance department. This includes planning, coordinating, and managing these systems throughout all phases of the county's financial processes, including the general ledger, annual financial reporting, budgeting, payroll, and attendance tracking.


Essential Duties:
  • Administer and troubleshoot the county's integrated financial and payroll systems; design security profiles and verify system integrity.
  • Test updates to financial and payroll systems, troubleshoot new releases prior to full implementation, and provide recommendations to developers.
  • Create training materials and conduct user training on new or modified program requirements.
  • Design systems to analyze data from various agencies.
  • Modify and program financial, payroll, and attendance reports according to client specifications using various software.
  • Coordinate and review system processes, including general ledger maintenance, budget development, and payroll management.
  • Document all aspects of system processes and provide support to department staff in developing automated solutions for routine tasks.
  • Provide technical assistance and training to countywide end-users on financial, budget, payroll, and attendance software.
  • Lead and participate in team efforts for financial and payroll system development or modifications.
  • Analyze new accounting, budget, and payroll requirements mandated by unions, states, and federal regulations, implementing necessary system changes.
  • Assist management in understanding the capabilities and limitations of automated systems in relation to proposed changes.
  • Develop and maintain relational database applications, ensuring sound design practices.
  • Participate in confidential internal investigations as requested.
  • Conduct and coordinate various accounting, payroll, and budgeting-related special studies.

Qualifications:

A Bachelor's degree in accounting is required, along with five years of professional accounting experience, particularly with automated financial systems. Alternatively, any combination of training and experience that provides the necessary knowledge and abilities will be considered.

Preferred Experience:
Experience with financial systems in a governmental context is preferred.

Knowledge and Skills:

  • Principles and practices of governmental accounting.
  • Methods for conducting detailed systems analysis.
  • Programming and reporting languages.
  • Data processing procedures as applied to accounting.
  • County financial system hardware and software.

Abilities:

  • Utilize technology effectively in performing assigned duties.
  • Analyze and resolve systems development or programming issues.
  • Communicate complex financial information clearly.
  • Plan and organize work independently.
  • Maintain confidentiality of sensitive information.
  • Establish effective working relationships with colleagues and the public.

Supervision:

Employees in this role will receive direction from an administrative superior and will work with considerable independence, with performance reviewed through meetings and results achieved.
