Job Overview

Position: Purchasing Manager

Role Summary

This is an engaging and proactive managerial role, working in conjunction with Engineering, Operations, Sales/Marketing, and various business stakeholders to enhance and streamline the procurement process across multiple regions including the US, Europe, and Taiwan for all intricate purchasing categories.

The Purchasing Manager will partner with a global team to utilize Key Performance Indicators (KPIs) to assess the efficiency of purchasing workflows, evaluate supplier performance, identify optimization opportunities, and negotiate more advantageous vendor contracts, payment terms, and pricing structures.

Key Responsibilities

  • Work closely with senior management to ensure purchasing strategies align with organizational objectives; exhibit strong facilitation skills to achieve consensus.
  • Effectively navigate complex situations and provide clarity in problem-solving, focusing on organization, workflow enhancement, and project management.
  • Oversee and refine the purchasing order workflow with suppliers to guarantee process uniformity and optimal efficiency.
  • Establish KPIs to assess supplier performance, maintain and refresh the Approved Vendors List; pinpoint areas for improvement and devise cost-saving strategies.
  • Possess a comprehensive understanding of bidding and contractual processes to negotiate for the Total Cost of Ownership (TCO) in long-term service agreements within designated purchasing categories.
  • Lead projects and collaborate with business stakeholders and legal teams in complex category procurement, employing strong communication and negotiation capabilities.
  • Enhance the skills of purchasing staff through training, performance goal setting, and evaluations, fostering a robust purchasing function and establishing a Best-in-Class environment.
  • Manage and revise all policies and procedures pertinent to the Purchasing Department.
  • Perform additional duties as required.

Qualifications

  • Bachelor's degree in business, supply chain management, engineering, or a related discipline.
  • Over 8 years of proven experience in procurement, including a minimum of 2 years in a supervisory capacity within the high-tech or manufacturing sectors.
  • Comprehensive knowledge of purchasing policies, processes, and procedures.
  • Proficient in utilizing workflow and procurement management software.
  • Demonstrated capability to evaluate processes and procedures for efficiency enhancements.
  • Strong interpersonal skills, capable of working independently as well as collaboratively within a team.
  • Exceptional business negotiation, communication, and project management skills.
  • Experience in procuring electronics Engineering IP licensing is a significant advantage.
