Position Overview

Accountable for the efficiency of the NGA contract, focusing on performance, productivity, safety, and operational excellence in alignment with contractual standards and client satisfaction.

Monitor and assess human service delivery while preparing comprehensive reports for funding bodies and corporate sectors. Innovate services to cater to the needs of individuals engaged through or referred to NGA. Propose policies and strategic plans for the organization concerning human service delivery and operational frameworks. Enhance and sustain business revenues to secure both existing and new employment opportunities. Supervise the collection of human service and statistical data. Engage in the annual revision of Strategic and Business Plans.

Effectively oversee MEP quality assurance and quality control activities, ensuring that all aspects of the PWS are executed to meet or surpass contract standards.


Ensure compliance of operational and maintenance programs for all equipment and physical structures with corporate standards, as well as local, state, and national regulations, to safeguard assets, customers, and employees while ensuring optimal operations.


Directly supervise and manage the IDIQ Project Management and MEP Contract, including CMMS documentation, project scheduling, and coordination with subcontract project managers for Preventative Maintenance and Service Order execution. Ensure adherence to all safety and security protocols by employees.

Engage in technical writing and special projects as necessary. Further develop and organize the document management system and technical library.

Maintain customer relationships to identify and proactively address issues while ensuring open communication regarding expectations.

Perform additional related duties as assigned.

Additional Duties
Track, analyze, and trend project performance metrics, costs, customer satisfaction levels, progress against strategic plan goals, and employee satisfaction.

Review and submit regular invoicing for clients based on contract type, terms, and conditions.

Collaborate with direct reports to establish goals that align with the strategic support plan.

Evaluate and recommend staff training programs, workshops, seminars, and classes.

Continuously assess project performance and current technologies to introduce management and technical performance innovations. Review business systems administration, resources, procedures, and methods to enhance operational effectiveness, utility, and efficiency.

Oversee the Contractor's ES&H functions, ensuring compliance with safe work practices. Monitor cost control, financial reports, budgeting, and overall operating expenses.

Coordinate work priorities and monitor methods, procedures, and programs.

Enhance cost-effectiveness and efficiency by overseeing the monitoring and inspection of maintenance, repair, and service operations for quality control and contract compliance.

Qualifications:
Education, Experience, and Certifications

Bachelor's Degree in engineering and/or Project Management from an accredited institution is required.

Years of experience in project management-level roles with responsibilities and complexities similar to the project scope are required.

Ability to obtain and maintain a Top Secret/SCI government security clearance with polygraph is essential.

A Master's degree in Engineering, Management, or Business is preferred. Professional Engineer (PE) registration is highly desirable.

Knowledge, Skills, and Abilities
Familiarity with PM and CM programs, MEP, logistics, and administrative support services.

Professional Engineer designation is highly preferred.


As per the PWS, this position serves as a designated alternate for the Program Manager and must successfully complete all required National Incident Management System courses.


Administration and Management Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources.

A robust technical understanding of all facilities maintenance and operations, including HVAC, electrical, plumbing, and life safety systems.

Proficient typing skills.
