Position Overview

Sayres & Associates is a prominent entity in defense support services, particularly within the shipbuilding domain for the Department of Defense (DoD). We are in search of an experienced Intermediate Financial Analyst to assist in the Planning, Programming, Budgeting & Execution (PPBE) process and financial management strategies for our program office.

Security Clearance Requirement: Secret Clearance.

The role involves collaborating with project management teams, schedulers, and task leaders to formulate actionable plans that secure necessary funding for project objectives. Utilize your understanding of laws, regulations, and policies to provide analytical support in developing comprehensive requirements. Once funding is secured, you will play a key role in managing these resources effectively through diligent tracking and communication with project management and task leaders.

Essential Qualifications:

At least five years of experience in supporting Department of Navy (DON) and/or Department of Defense (DoD) Financial Management (FM) processes. A solid operational grasp of FM policies, regulations, and the ability to meet financial management milestones that align with organizational strategic objectives. Capable of working independently, conducting analyses, and providing recommendations with minimal supervision.

  • Familiarity with the PPBE process and the distinctions among the three budget cycles (DON, OSD, and PB).
  • Understanding of appropriations law, fiscal policy, and appropriated funds as outlined in Financial Management Regulations (FMR) and Financial Management Manual (FMM) for Naval Budget Policies.
  • Ability to interpret funding documents and purchase requisitions (PR).
  • Support the development and management of budget requests and spending plans.
  • Manage fund status and propose alternative solutions, tracking funding documents from obligations to expenditures.
  • Compile supporting documentation for PRs, including Statements of Work and draft contract modifications for various funding types.
  • Working knowledge of financial transactions to ensure programmatic obligations and expenditures remain within established benchmarks.
  • Experience in financial analysis alongside mid-level budget analysts.
  • Participation in program financial execution reviews, including addressing inquiries from senior Navy personnel during tri-annual, mid-year, and year-end reviews.
  • Experience in coordinating, composing, and processing PRs using the Navy Enterprise Planning Financial System (NEPS), ensuring proper documentation for processing PRs in Enterprise Resource Planning (ERP).

Preferred Qualifications:

  • Experience in leading financial teams.
  • Familiarity with data visualization tools and applications (e.g., Tableau).
