Manager of Non-Capital Construction Projects

Job Overview

The Commonwealth of Virginia is seeking a dedicated Non-Capital Construction Project Manager who will report directly to the Associate Director of Non-Capital Construction. This role involves overseeing the execution of various non-capital projects from initial concept through to final completion. Projects managed will be valued at up to $3 million and will encompass a range of complexities and challenges, employing diverse contracting strategies.

The Project Manager will act as the primary representative of the Commonwealth during the design and construction phases, and will be accountable for the following responsibilities:

• Leading and coordinating the project team, which includes architects, engineers, consultants, contractors, and stakeholders, while providing essential support to the Associate Director to ensure successful project delivery.

• Guaranteeing that design and construction efforts align with the university's program objectives while adhering to established parameters for scope, budget, timeline, and quality.

• Overseeing all aspects of assigned projects, including the engagement of participants in design, value engineering, document reviews, contractor identification, bid document preparation, bidding processes, and managing construction, occupancy, closeout, warranty, and financial management tasks.

• Ensuring compliance with all relevant procedures and policies throughout the various phases of non-capital construction projects.

Required Qualifications


• A master's degree from an accredited institution in Architecture, Engineering, or Building Construction; or a combination of education, training, and experience equivalent to an advanced degree.

• Proficient understanding of site and building design and construction processes, including LEED and accessibility standards.

• Strong communication, team-building, organizational, negotiation, project management, and record-keeping abilities.

• Capability to form and lead a team to achieve project objectives.

• Demonstrated customer service proficiency.

• Ability to interpret design and construction documents, read and understand construction schedules, and possess knowledge of building codes and construction methodologies.

• Detail-oriented with strong computer skills.

• Capacity to prioritize and manage multiple projects effectively, with excellent organizational and delegation skills, and the ability to collaborate within a diverse environment.

• A valid Driver's License is required.

Preferred Qualifications


• Experience with public procurement and administrative procedures.

• Familiarity with higher education facilities.

• Proficiency in project management software, including AutoDesk products, SharePoint, and Microsoft Office.

• OSHA 30 Training.
