Job Overview

The Commonwealth of Virginia is seeking a Non-Capital Construction Project Manager who will report directly to the Associate Director of Non-Capital Construction. This role involves overseeing the execution of various non-capital projects from initial concept through to final completion. Projects can be valued up to $3 million and will vary in complexity and scope, employing a range of contracting methods.

The Project Manager will act as the primary representative for the Commonwealth during the design and construction phases, responsible for the following key tasks:

• Leading and coordinating the project team, which includes architects, engineers, consultants, contractors, and stakeholders, while providing support to the Associate Director to ensure successful project delivery.

• Ensuring that both design and construction efforts align with the university's program objectives while adhering to established criteria for scope, budget, timeline, and quality.

• Managing assigned projects by coordinating the involvement of all parties throughout the design, value engineering, document review, contractor selection, bid document preparation, bidding process, construction, occupancy, project closeout, warranty, and financial management.

• Ensuring compliance with all relevant procedures and policies throughout all phases of non-capital construction projects.

Required Qualifications


• A master's degree from an accredited institution in Architecture, Engineering, or Building Construction; or a combination of education, training, and experience equivalent to an advanced degree.

• Proficient understanding of site and building design as well as construction processes, including LEED certification and accessibility standards.

• Strong communication, team-building, organizational, negotiation, project management, and record-keeping skills.

• Proven ability to form and lead a team to achieve project objectives.

• Demonstrated customer service skills.

• Capability to interpret design and construction documents; familiarity with reading construction schedules and knowledge of building codes and construction methods.

• Detail-oriented with strong computer skills.

• Ability to prioritize and manage multiple projects effectively, showcasing excellent organizational and delegation skills, and a collaborative approach in a diverse environment.

• A valid Driver's License is required.

Preferred Qualifications


• Experience with public procurement and administrative processes.

• Background in higher education facilities.

• Familiarity with project management software, including AutoDesk products, SharePoint, and Microsoft Office.

• OSHA 30 Training.
