Position Overview

The Loudoun County Department of General Services is in search of a qualified individual for the role of Senior Building Systems Specialist. This position is integral to the special projects team and is responsible for the organization, oversight, and management of building systems across County facilities.

Key Responsibilities

The successful candidate will be tasked with the following:
1. Plan, organize, and oversee intricate construction and maintenance initiatives, including significant facilities upkeep and infrastructure renewal projects.
2. Execute assigned projects while adhering to established timelines and budgetary constraints.
3. Manage the development of comprehensive building assessments.
4. Create pre-designed programs and professional service contracts, along with construction scope definitions.
5. Establish maintenance and repair protocols to ensure the safe and effective operation of facilities, thereby enhancing their longevity.
6. Ensure all work is performed in accordance with approved plans and specifications.
7. Supervise contractors to guarantee compliance with all contractual obligations.
8. Conduct site inspections and facilitate progress meetings with contractors.
9. Utilize the Asset Management System for project planning and asset procurement.
10. Demonstrate a robust understanding of various trades.

Minimum Qualifications

Candidates must possess a Bachelor's degree in Mechanical Engineering, Architecture, Environmental Science, or a related field (a Master's degree is preferred) with coursework in HVAC, plumbing, and/or electrical system design. Additionally, four (4) years of relevant experience in managing the engineering, operations, and maintenance of complex building systems is required, or an equivalent combination of education and experience.

Preferred qualifications include:
- Background in Mechanical Systems and/or MEP Trades (Mechanical/Electrical/Plumbing)
- Relevant certifications such as Project Management Professional (PMP), Facilities Management Professional (FMP), Certified Facilities Manager (CFM), and/or Certified Associate in Project Management (CAPM)
- Proficiency in Microsoft Office
- Experience with Asset Management Systems.

Job Requirements

The successful candidate must hold a valid driver's license and will be subject to pre-employment criminal and DMV background checks, including fingerprinting. Driving records will be reviewed annually to ensure continued qualification. The candidate must be capable of inspecting existing facilities and active construction sites, endure inclement weather conditions, and navigate hazardous environments associated with construction activities. The ability to lift up to seventy (70) pounds is required. Availability for duty beyond standard working hours and 24/7 response to County emergencies is also necessary.
