Job Summary

The Building Code Enforcement Division Manager is a key member of the Department's senior leadership team. This role is responsible for overseeing the day-to-day operations of the Building Code Enforcement Division, which includes managing a team of over 80 staff members. The ideal candidate will possess outstanding communication skills, both verbal and written, excellent leadership and supervisory skills, and a commitment to continuous learning and professional development.

Key Responsibilities
  • Direct management of up to 6 employees, including the Building Official, plan review and inspection program administrators, and administrative staff.
  • Manage staff performance for adherence to all applicable policies and procedures of the Department and of the County.
  • Oversee the Division Budget and work with the Leadership Team on overall budget and resource needs.
  • Promote staff growth and professional development, including encouraging participation in local, state, and federal organizations involved in establishing and enforcing building and trade codes.
  • Ensure staff obtain and remain current with state-mandated certifications.
  • Plan, direct, and manage a high volume of activities and operations of the plan review and inspection programs.
  • Analyze data to ensure timely plan reviews and inspections. Establish and track other applicable performance measures.
  • Prepare statistical reports in support of divisional performance evaluation and budget preparation.
  • Promote the use of technology to complete daily building code plan reviews and inspections.
  • Manage divisional building code-related responses to members of the Board, County Administration leadership, and the public.
  • Manage division assets and oversee the hiring and onboarding of new staff.
Requirements
  • Master's degree in Engineering, Construction Management, Public Administration, or related field.
  • Four (4) years of related, progressively responsible work experience.
  • Equivalent combination of education and experience.
  • Working knowledge of the Virginia Uniform Statewide Building Code (VUSBC).
  • Experience in a fast-paced customer-facing organization.
  • Knowledge of public budgeting process.
  • Knowledge of public recruitment and progressive discipline.
  • Knowledge of permitting and licensing software and digital plan review technologies.
