Position Overview:

Join the Snohomish County Human Services Developmental Disabilities/Early Learning Division.

Role Objective:

This role is accountable for overseeing all facets of the Snohomish County ECEAP (Early Childhood Education Assistance Program) slots through various subcontracting organizations. Responsibilities include strategic planning, program development, project and contract oversight, financial management, administration, and evaluation of service delivery, along with the supervision of program personnel.

This position collaborates closely with contracted service providers, including educational institutions, non-profit organizations, Tribal authorities, and community partners.

The ideal candidate will possess extensive experience and knowledge in early learning, family support services, program development, and financial and contract management.

Key Responsibilities:

  1. Supervise and engage in the design of one or more human services programs or initiatives, including planning, goal setting, budgeting, subcontracting, and the development of monitoring and evaluation systems.
  2. Oversee and assess the performance of subordinate staff; provide guidance, training, and support as needed; participate in the recruitment and selection of new team members and make recommendations regarding personnel actions.
  3. Collaborate with the Human Services Department management team to identify and achieve departmental objectives.
  4. Manage the development of comprehensive operational plans; monitor and evaluate program performance against established goals; create corrective action plans as necessary and prepare required reports.
  5. Compile reports on program operations; conduct special studies and investigations as needed; supervise data collection and research to ensure effective service and fund utilization.
  6. Participate in the formulation and management of program budgets; engage in contract negotiations with funding sources; monitor internal budgets and recommend adjustments as needed.
  7. Oversee and engage in direct service activities to fulfill program requirements; monitor subcontractor compliance with regulations, guidelines, and contractual obligations; provide technical assistance to subcontractors as appropriate.
  8. Act as a resource for department leadership and community stakeholders regarding legislation, regulations, funding opportunities, and collaborative efforts.
  9. Contribute to the development of policies and legislation relevant to assigned program areas.
  10. Address public inquiries regarding specific issues within the program area; inform leadership of sensitive issues and public concerns.
  11. Ensure appropriate staffing and training for county boards or task forces related to the program; recommend community representatives for these groups to ensure community engagement.
  12. Coordinate activities with other divisions and community agencies as needed; provide leadership for local initiatives and advocate for the program as appropriate.
  13. Facilitate funding application processes, including requests for proposals.
  14. Collaborate across disciplines and departments to effectively meet the needs of the clientele.
Minimum Qualifications:

A Master's degree in business, public administration, social sciences, or a related field; PLUS, two (2) years of progressively responsible experience in human services program administration; OR, any equivalent combination of education, training, and experience that provides the necessary knowledge and skills.

Special Requirements:

A valid Washington State Driver's License is required prior to appointment.

  • human services programs and systems in both governmental and private sectors;

  • planning, development, administration, budgeting, monitoring, and evaluation of programs;
  • grant writing and contract negotiation;
  • current literature and trends in the field;
  • supervisory and personnel management practices;
  • applicable technology.

Supervision:

This position reports to a division manager or the Director of Human Services. General goals and objectives are set by the Administrator or Director, and work is performed with considerable independence, reviewed through meetings, reports, and outcomes.

Working Conditions:

The work is conducted in a standard office environment, with travel to various locations for community meetings and program coordination. The employee may be required to work evenings, weekends, and holidays as necessary.
