Position Overview

This role is situated within the Office of Out of School Time Grants and Youth Outcomes (OST Office), part of the DC Deputy Mayor for Education's Office (DME). The OST Office is dedicated to enhancing the quality of afterschool and summer programs for all residents of the District through strategic grantmaking, technical support, capacity enhancement, and advocacy efforts. The focus is on improving educational, social-emotional, and physical health outcomes for youth engaged in out-of-school-time (OST) programs.

The Grants Management Specialist (GMS) is tasked with overseeing a specific portfolio of grants, particularly for a new initiative known as My Afterschool DC (MADC). The vision of MADC is to ensure that all children, youth, and families in the District have access to a comprehensive online portal that connects them to a variety of high-quality OST programs, with an emphasis on inclusivity and support for communities with the greatest needs, including those with special requirements.

Key Responsibilities

The incumbent will be responsible for:

  • Issuing grant agreements and monitoring compliance with grant conditions.
  • Ensuring the proper distribution of grant funds and confirming that grant close-outs are thoroughly documented before final payments are made.
  • Overseeing the development and negotiation of subcontracts, creating standardized reporting forms, and mechanisms for monitoring sub-grantees.
  • Reviewing grant expenditures to ensure compliance with financial principles and grant requirements.
  • Managing and coordinating sub-grant awards while ensuring adherence to local and federal regulations.
  • Maintaining communication with grantee agencies to ensure compliance and effective program monitoring.
  • Developing strategies for monitoring grant recipients and conducting site visits to verify proper application of grant funds.
  • Establishing and maintaining a grants information database and providing technical support to program staff.
  • Conducting evaluations of research findings related to grant data and reports.
  • Investigating new funding sources within local and federal governments.
  • Preparing financial and programmatic analyses for inclusion in the district's budget and reporting plans.

Qualifications/Education

To qualify, candidates must possess specialized experience directly related to the position, equipping them with the necessary knowledge, skills, and abilities to perform the duties effectively. A minimum of one (1) year of specialized experience equivalent to the next lower grade level is required.

Preferred Qualifications:

  • Experience in presenting and training stakeholders, including community organizations.
  • Experience in liaising with various educational partners.
  • Legal drafting skills are preferred.
  • Expertise in working with special needs populations is preferred.

Working Conditions/Environment

This position typically involves work in an office environment, with occasional off-site visits to grantee locations or OST-related events.
