Job Summary
This role is situated within the Office of Out of School Time Grants and Youth Outcomes, which operates under the DC Deputy Mayor for Education's Office. The office is dedicated to fostering high-quality afterschool and summer initiatives for all residents through strategic grantmaking, technical support, capacity enhancement, and advocacy efforts. The primary focus is on enhancing the educational, social-emotional, and physical health outcomes of youth participating in out-of-school-time (OST) programs. The Grants Management Specialist (GMS) oversees a specific portfolio of grants, particularly for a new initiative named My Afterschool DC (MADC).
The vision for MADC is to ensure that all children, youth, and families across the District of Columbia have access to a centralized platform offering a greater number of high-quality out-of-school-time (OST) programs. This large-scale initiative aims to broaden access to these programs, particularly for underserved communities and those with special needs.
Duties and Responsibilities
The incumbent will be responsible for:
- Issuing grant agreements and monitoring compliance with grant conditions.
- Ensuring the proper distribution of grant funds and confirming the completion of grant close-out documentation.
- Overseeing the development and negotiation of subcontracts, and creating standardized reporting forms for monitoring sub-grantees.
- Reviewing grant expenditures to ensure compliance with financial principles and regulations.
- Managing and coordinating sub-grant awards, ensuring adherence to all reporting and financial requirements.
- Maintaining communication with grantee agencies to ensure compliance with grant conditions.
- Participating in grant planning and sub-grant making processes, and developing policy guidelines to ensure compliance.
- Conducting site monitoring visits to verify the appropriate application of grant funds.
- Establishing and maintaining a grants information database and providing technical support to program staff.
- Conducting periodic administrative checks and site visits to ensure that sub-recipients have the necessary infrastructure to manage grants effectively.
- Coordinating with internal program staff and sub-recipient partners to address grantee requirements.
- Recommending enhancements to improve program effectiveness and resolving payment disputes.
- Researching new funding sources within governmental entities.
- Preparing financial and programmatic analyses for inclusion in the district's annual budget and financial plans.
Qualifications/Education
Specialized experience directly related to this position is required, equipping the individual with the necessary knowledge, skills, and abilities to perform effectively. Candidates must possess at least one year of specialized experience equivalent to the next lower grade level.
Preferred Qualifications:
- Experience in presenting and training, particularly to stakeholders.
- Experience in liaising with multiple educational partners.
- Legal drafting skills are preferred.
- Expertise in working with special needs populations is preferred.
Working Conditions/Environment
The work environment is primarily office-based, with occasional off-site visits for grantee evaluations or attendance at relevant events.
