Position Overview

This role is situated within the Office of Out of School Time Grants and Youth Outcomes (OST Office), part of the DC Deputy Mayor for Education's Office (DME). The OST Office is dedicated to enhancing the quality of afterschool and summer programs available to all residents of the District through strategic grant distribution, technical support, capacity enhancement, and advocacy efforts. The office aims to improve educational, social-emotional, and physical health outcomes for youth by promoting participation in out-of-school-time (OST) programs.

The Grants Management Specialist (GMS) is tasked with overseeing a specific portfolio of grants, particularly for a new initiative called My Afterschool DC (MADC). The vision for MADC is to ensure that all children, youth, and families in the District of Columbia have access to a wider array of high-quality OST programs through a centralized online portal.

Key Responsibilities

The incumbent will be responsible for:

  • Issuing grant agreements and monitoring compliance with grant conditions.
  • Ensuring the proper distribution of grant funds and overseeing the grant close-out process.
  • Managing the development and negotiation of subcontracts and creating standardized reporting forms for sub-grantees.
  • Reviewing financial expenditures to ensure compliance with applicable regulations and grant requirements.
  • Coordinating sub-grant awards and ensuring adherence to all reporting and financial obligations.
  • Maintaining regular communication with grantee agencies to ensure compliance.
  • Participating in grant planning and sub-grant making processes, including the preparation of policy guidelines and compliance standards.
  • Developing monitoring strategies for grant recipients and conducting site visits.
  • Establishing and maintaining a grants information database and providing technical support to program staff.
  • Conducting evaluations of research findings related to grant data and reports.
  • Investigating new funding sources within local and federal governments.
  • Managing a portfolio of grantees to ensure compliance with the OST Office's grant program.
  • Coordinating government processes related to grant management and reporting.
  • Building relationships with state and national partners in the field.
  • Preparing financial and programmatic analyses for inclusion in the district's budget and financial plans.

Qualifications and Experience

Specialized experience relevant to this position is essential, with a minimum of one (1) year of experience at a comparable level in the field.

Preferred Qualifications:

  • Experience in presenting and training stakeholders.
  • Ability to liaise with multiple educational partners.
  • Legal drafting skills are advantageous.
  • Expertise in working with special needs populations is preferred.

Work Environment

This position typically operates in an office environment, with occasional off-site visits to grantee locations or OST-related events.
