The Town of Ashland is looking for skilled individuals to fill the role of Property Valuation Specialist. This is a full-time position requiring 40 hours of work each week, with a competitive annual salary range based on qualifications.

The Property Valuation Specialist operates under the supervision of the Finance Director and is responsible for managing the operations of the Assessing Department. This role involves executing complex tasks that necessitate significant judgment in determining the value of real and personal property. The Specialist is tasked with ensuring the accuracy of systems and reporting in compliance with relevant laws and local regulations. This position also requires delivering exceptional administrative and technical support, along with outstanding customer service.

KEY RESPONSIBILITIES:

  • Oversee all assessment and valuation activities for real and personal property.
  • Manage the commitment of taxes related to real estate, personal property, motor vehicles, and betterment assessments.
  • Direct the daily administrative and technical functions of the Assessing Department, applying knowledge of relevant laws.
  • Coordinate cyclical inspection programs for real estate and personal property, ensuring compliance with Department of Revenue standards.
  • Utilize assessing software for data entry and maintenance of the valuation database, and prepare billing files using financial software.
  • Assist taxpayers and the public with inquiries related to property assessment and departmental functions.
  • Act as the primary contact for the Massachusetts Department of Revenue on assessing matters.
  • Conduct independent research on abatement and exemption applications, providing recommendations to the Board of Assessors.
  • Represent the Town in appeals before the Appellate Tax Board and manage the Town's overlay account.
  • Supervise and train Assessing Department staff on technical information and software systems.
  • Prepare the tax recapitulation sheet to establish the annual tax rate and assist in the annual tax classification hearing.
  • Develop the annual budget for the Assessing Department and maintain financial records.
  • Organize official meetings for the Board of Assessors, including preparing agendas and minutes.
  • Maintain effective relationships with other departments, state agencies, and the public.
  • Ensure ongoing professional development and maintain relevant designations in the assessing field.
QUALIFICATIONS:
A Bachelor's degree in business administration, real estate, or a related field, along with seven or more years of progressively responsible experience in property valuation, including five years in a supervisory role, or an equivalent combination of education and experience.

Applicants should possess comprehensive knowledge of assessing practices as mandated by law, financial record keeping, and automated office administration. Familiarity with specialized assessing software is preferred.

Professional designations such as Massachusetts Accredited Assessor (MAA), Residential Massachusetts Assessor (RMA), or Certified Massachusetts Assessor (CMA) are advantageous.

Knowledge of building codes, construction, surveying, mapping, and deeds is essential.

Candidates must demonstrate strong judgment and problem-solving skills. Experience in commercial property valuation is desirable. Field inspections may be required.

A valid motor vehicle driver's license is necessary.

SUPERVISORY ROLE:
This position supervises the Assessing Department staff, which includes two full-time positions.
