The Property Valuation Manager operates under the guidance of the Finance Director and is tasked with overseeing the operations of the Town's Assessing Department. This role involves executing complex responsibilities that necessitate significant judgment in determining valuations for both real and personal property. The Manager is accountable for ensuring the accuracy of systems and reporting in compliance with Massachusetts General Laws and relevant Town By-laws. This position is pivotal in providing comprehensive administrative and technical support, office management, and exceptional customer service.

KEY RESPONSIBILITIES:

  • Oversee all assessment and valuation functions for real and personal property.
  • Manage the commitment of real estate and personal property taxes, as well as motor vehicle and betterment assessments to the Tax Collector.
  • Direct the daily administrative and technical operations of the Assessing Department, applying knowledge of Massachusetts General Laws related to assessing practices.
  • Coordinate ongoing cyclical inspection programs for real estate and personal property, adhering to Department of Revenue standards. Administer processing of all value changes resulting from inspections, building permits, condo conversions, and subdivisions.
  • Utilize Tyler assessing software for data entry and maintenance of the Town's valuation database, and employ MUNIS software for preparing billing files for real estate, personal property, and motor vehicles. Maintain departmental records using Microsoft Word, Excel, and PowerPoint.
  • Employ RRC assessing software for managing the Town's personal property valuation database.
  • Provide technical assistance to taxpayers and the public regarding assessing functions and the operations of the Assessing Department.
  • Act as the primary liaison to the Massachusetts Department of Revenue (DOR) concerning assessing issues, addressing legal and other matters directly with the DOR.
  • Conduct independent research on abatement and exemption applications, making recommendations to the Board of Assessors. Ensure timely notification of decisions to taxpayers and relevant Town departments.
  • Represent the Town of Ashland before the Appellate Tax Board for filed appeals. Oversee the management of the Town's overlay account.
  • Supervise, train, and instruct Assessing Department staff on technical information affecting office operations, ensuring compliance with regulatory standards and deadlines as established by Massachusetts General Laws.
  • Prepare the tax recapitulation sheet to establish the annual tax rate and compile information for the Select Board for the annual tax classification hearing. Submit all required forms electronically to the DOR through their Gateway Program.
  • Develop the annual budget for the Assessing Department and maintain spreadsheets of office expenditures related to budgetary line items.
  • Prepare official meeting notices, schedule business for Board of Assessors meetings, create information packets, and oversee the minutes of meetings and related correspondence. Maintain the assessor's calendar to ensure compliance with legal deadlines.
  • Foster effective working relationships with other Town departments, boards, the Department of Revenue, and the general public.
  • Achieve and maintain designations from the Massachusetts Association of Assessing Officers (MAAO) and participate in professional meetings to stay informed on changes in the assessing field.
QUALIFICATIONS:

A Bachelor's degree in business administration, real estate, or a related field, along with seven or more years of progressively responsible experience in property valuation for tax purposes, including five years of supervisory experience, or an equivalent combination of education and experience that provides the necessary knowledge, skills, and abilities for this role.

The position requires extensive technical knowledge of assessing practices as governed by Massachusetts General Laws, financial record-keeping, and automated office administration. Familiarity with specialized assessing software such as Patriot Properties Assesspro CAMA system, MUNIS software applications, and the DOR Gateway program is preferred.

Professional designations such as Massachusetts Accredited Assessor (MAA), Residential Massachusetts Assessor (RMA), or Certified Massachusetts Assessor (CMA) are advantageous.

General knowledge of building, construction, zoning codes, surveying, mapping, and deeds is essential.

Strong judgment, decisiveness, and creativity are required for problem resolution and handling various situations that may arise.

A proven track record of positive fieldwork experience, particularly in commercial valuation, is desired. Field inspections and property measurements may be necessary.

A valid motor vehicle driver's license is required.

SUPERVISORY ROLE:

This position supervises the Assessing Department staff, which includes two full-time positions.
