Arrow Alliance Industries is seeking a skilled and dedicated Realty Specialist to join our team. The Realty Specialist will be responsible for performing contract management services transactions, assisting in the processing of applications related to rights-of-way, permitting, leases, and coordinating with Tribes to facilitate the approval of FAST-41 covered projects. This role requires a deep understanding of federal regulations, excellent coordination skills, and a commitment to improving Tribal assistance in federal review and authorizations.


Project Background

The Realty Specialist at Arrow Alliance Industries will manage various aspects of real estate transactions, including rights-of-way, permitting, and leases. They will coordinate with Tribal entities to facilitate FAST-41 project approvals, improve Tribal assistance in federal reviews, ensure compliance with BIA policies, and recommend regulatory waivers. The role involves working with multiple stakeholders, tracking applications in the Trust Asset and Accounting Management System (TAAMS), analyzing transactions and encumbrances for accurate reporting, and providing outreach and technical assistance to Tribes. Additionally, the Realty Specialist will assist in fulfilling data calls and reporting requirements for BIA Regions and Agencies. This position is integral to ensuring efficient and compliant real estate transaction management within the company.


Key Responsibilities:

  • Application Processing: Assist in processing applications regarding rights-of-way, permitting, and leases. Coordinate with Tribes to move applications to approval for FAST-41 covered projects.
  • Prioritization and Improvement: Prioritize and improve the quantity and quality of Tribal assistance provided in federal review and authorizations.
  • Documentation Review: Review and analyze Tribal applications for consistency with BIA policies and procedures.
  • Facilitation of Recommendations: Facilitate potential recommendations for approving Part 1.2 secretarial waiver of regulations, depending on right-of-way grant or lease negotiations.
  • Coordination: Coordinate with Tribal applicants and representatives, NEPA staff, FAST-41 POCs, appraisers, internal BIA staff, and other federal partners and entities.
  • Application Management: Encode and track applications into the Trust Asset and Accounting Management System (TAAMS) for reporting and monitoring rights-of-way, Tribal authorizations, service line agreements, and business lease applications on tribal broadband projects.
  • Transaction Analysis: Analyze current and historical transactions and encumbrances, including trust title and records, and ensure accurate reporting on Title Status Reports.
  • Outreach and Technical Assistance: Conduct outreach on the Environmental Review Improvement Fund Tribal Assistance Program to ensure Tribes are aware and provide technical assistance guidance to Tribes and compact and contract Tribes on submitting complete applications for approval.
  • Data Reporting: Assist in completing data calls and reporting requirements from BIA Regions and Agencies for GAO and OIG engagements.


Qualifications:

  • Education: Bachelor's degree in Real Estate, Business Administration, or related field.
  • Experience: Experience in real estate, contract management, or a related field.
  • Knowledge: Strong understanding of federal regulations, BIA policies and procedures, and the FAST-41 program.
  • Skills: Excellent analytical, organizational, and coordination skills. Proficiency in using TAAMS or similar systems.
  • Communication: Strong verbal and written communication skills. Ability to effectively communicate with Tribal applicants and various stakeholders.
  • Attention to Detail: High level of accuracy and attention to detail in reviewing and processing documentation.
