Overview: Arrow Alliance Industries is seeking a highly experienced Senior Program Manager (SPM) to oversee a range of construction and infrastructure projects for the Bureau of Indian Affairs (BIA) Office of Trust Services (OTS). The ideal candidate will have extensive experience in managing large-scale projects, particularly within Tribal communities, and possess a strong background in program oversight, staff management, and stakeholder engagement.

Key Responsibilities:

  • Serve as the primary technical and managerial interface between Arrow Alliance Industries and the BIA's Contracting Officer (CO) and Contracting Officer's Representative (COR).
  • Lead and oversee all aspects of project management, including budgeting, scheduling, resource allocation, and risk management.
  • Collaborate with Engineers, Architects, and other stakeholders to develop project plans, timelines, and deliverables.
  • Ensure compliance with all contract terms, including the use of government-furnished property, performance criteria, and financial reporting.
  • Conduct regular meetings with government personnel to maintain satisfactory performance and resolve any issues.
  • Prepare and present project status reports and executive reviews to senior management.
  • Maintain clear communication channels with the project team, clients, and government officials.

Minimum Qualifications:

  • A minimum of 10 years of experience in project management or a related field.
  • Proven track record in managing large-scale construction projects, preferably within Tribal communities.
  • Strong leadership skills with the ability to manage multiple projects simultaneously.
  • Excellent communication and negotiation skills.
  • Familiarity with Lean Six Sigma methodologies and Certified Change Management Professional (CCMP) certification is a plus.
  • Must be a U.S. Citizen and able to pass a background investigation.
