JOB SUMMARY: The Chief Finance Officer (CFO) oversees all the administrative functions that support the accomplishment of CIS of Pennsylvania’s mission, including finance, operations, risk management, and compliance. The CFO will coordinate and consult with the President, Vice President, and other leadership team members to ensure that CIS of PA’s financial, technological, and other infrastructure goals are accomplished in accordance with industry best practices. This position is a member of the executive management team and is responsible for the development and implementation of a financial management strategy that ensures credibility, trust, and transparency with internal and external stakeholders. The CFO will also support the President and the Board of Directors to ensure the organization is sustained through strong internal systems and diversified funding streams. This individual will also ensure appropriate risk management practices are in place and will work with the Chief HR & People Office to develop policies as necessary. The CFO supervises the Accounting Coordinator.


ESSENTIAL JOB FUNCTIONS:

Financial Management:

· Lead financial management and fiscal responsibility through the annual budgeting process in conjunction with the President, Vice President, and Finance Committee; review and administer all financial plans and budgets; monitor progress and changes, ensuring they align with the priorities, goals, and objectives of the organization; keep the executive management team abreast of the organization’s financial status.

· Ensure the agency’s internal financial controls are in accordance with generally accepted auditing standards and government auditing standards and all rules and regulations governing nonprofit organizations and funders.

· Review monthly financial statements, prepare reports in collaboration with Accounting Coordinator; make recommendations that ensure financial stability; develop and provide tools including monthly reports and dashboards to the CEO to ensure transparency and knowledge of the financial status of the organization..

· Coordinate and lead the annual audit process, liaise with external auditors and the Finance Committee of the Board of Directors; assess any changes as necessary.

· Collaborate with each operational function to establish annual goals and objectives, and track results against these goals.

· Remain up to date on best practices in nonprofit finance, business systems and internal control measures, and state and federal law regarding nonprofit operations.

· In partnership with the President, develop a long-term financial plan and roadmap to ensure CIS of PA continues to be financially sustainable.

· Oversee management CIS of PA’s endowment.

· Manages relationships with bankers and investment advisors.

Administration & Operations:

· Oversee and manage all activities related to the office administration and maintenance of CIS of PA’s office equipment, IT, and business operations. Establish standard operation procedures and policies to guide the work of all the departments and functions of CIS of PA.

· Work with the established IT vendor and executive management team to ensure the organization has the core systems, infrastructure, and processes to best support the growth and expansion of the organization. Develop, in partnership with necessary stakeholders, a long-term technology roadmap and plan for CIS of PA.

· Oversee risk management including insurance and legal activities such as letters of agreement, contracts, leases, and other legal documents and agreements in accordance with industry best practices and CIS National’s accreditation requirements.

· Oversee and manage all activities related to the organization’s office space, office supplies, utilities, and other space-related vendors.

· Monitors compliance with requirements of grants and contracts. Takes corrective action with respect identified instnces of non-compliance. Reposts such matters to the President and Finance Committee.

Leadership & Staff Management:

· Serve as a member of the organization’s executive management team and participate in organization-wide problem solving and decision-making.

· Provide leadership and oversight to the Accounting Coordinator, and other positions within the department as necessary, ensuring that team members are coached, developed, and operate at the highest capacity possible

· Identify best practices and improve internal systems with an eye toward future needs and budget realities.

EDUCATION AND EXPERIENCE:

· Minimum of bachelor’s degree in business management, finance, accounting, or related field.

· Minimum of 5 years experience in high-level finance positions; 3 years experience in nonprofit sector and leadership preferred; experience with federal grant administration preferred; CPA preferred

· Proficiency in all aspects of nonprofit accounting, financial reporting, tax compliance and all pertinent GAAP, IRS, and Uniform Guidance (UG) rules and regulations; proficient in requirements of Form 990.

· Strong computer skills including the visual presentation of complex financial data and proficiency in Microsoft Office 365.

· Experience in MIP accounting software strongly preferred.

· Exceptional knowledge of financial forecasting, accounting principles, internal controls, and financial data analysis.

· Demonstrated history of leading, inspiring, and motivating a diverse staff.

· Strategic direction and planning skills.

· Critical thinking and problem-solving skills.

· Strong leadership and collaboration skills.

· Ability to operate effectively in a fast-paced, rapidly changing environment while effectively prioritizing and leading a variety of activities.
