Job DescriptionJob DescriptionThis is professional work of moderate difficulty and complexity, which supports the process of determining eligibility or continued eligibility for various types of public housing. Decisions are based on the independent interpretation of federal, state and agency policies and procedures. Work regularly involves verifying documents for sessions, calculating rent, and preparing various status and monthly reports. However, significant departures from standard policies or procedures are reviewed by the program eligibility supervisor. Work is performed with considerable independence under the technical direction of supervision of the Program Eligibility Supervisor.

DUTIES AND RESPONSIBILITIES (illustrative only):

  • Receives/reviews new applications to determine if applicant is eligible to go on the waiting list. ·
  • Conducts interviews and counseling sessions with applicants and tenants to review supporting documentation and qualifications for eligibility.
  • Schedules eligibility appointments, meets with applicants/clients and inputs applicant's demographic data into database.
  • Generates acknowledgement, appointment, verification and withdrawal letters and mails to applicants.
  • Determines family composition, income and housing needs based on applicant data.
  • Inputs and maintains data from interviews and supporting forms in the applicant data base.
  • Collects and verifies confidential information to compute rent payments and deductions.
  • Requests supporting documents from external agencies and employers.
  • Determines eligibility of applicants for various housing programs and screens applicants for public housing.
  • Conducts HCVP briefing sessions and issues/cancels HCVP vouchers.
  • Maintains the public housing central transfer list for public housing by keeping the list current with eligible applicants and determining the next tenant to receive transfer
  • Processes and maintains the HCVP, PBVand Tenant Protect Vouchers waitlists.
  • Withdraws applicants from the waiting lists that no longer qualify for public housing and/or the Housing Choice Voucher program.
  • Answers inquiries by telephone and in person and may make home visits to applicants who are unable to come into office.
  • Maintains an accurate filing and record keeping system.
  • Exhibits good customer service and communication skills when communicating to internal and external customers.
  • Maintains considerable knowledge of federal and state laws, and regulations governing subsidized housing.
  • Participates in the waiting list purge.
  • Mails applications and information to customers regarding alternative housing options, occupancy, eligibility and application statuses.
  • Actively participates in the teamwork concept and performs other related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Business Knowledge/Skills
  • Considerable knowledge of modern office practices, procedures and equipment and business English, spelling and arithmetic.
  • Working knowledge of the principles of office management and of standard record maintenance procedures.
  • Proficiency with Microsoft applications Word and Excel required to be successful in the job.
  • Must be able to learn other business operating and data management systems or software applications as necessary.

MINIMUM QUALIFICATIONS AND EXPERIENCE: (The following requirements may be used to evaluate applicants for employment. When applicable, equivalent substitution will be allowed for differences in experience and education.)

Education/Experience: High School education and a minimum of two years experience screening, interviewing and counseling applicants to determine program eligibility for family support services to low income families. An equivalent combination of experience and training which clearly provides the required knowledge, skills, and abilities to successfully perform the job will be considered.

PREFERED QUALIFICATIONS:

Education: Associate's or Bachelor's degree in social services, rehabilitation, business administration or management, finance or a closely related field of study. Certification in Eligibility, Occupancy, and Rent Calculation from an RRHA approved trainer or obtained within first (2nd) year of employment.


Experience: Three years experience screening, interviewing and counseling applicants to determine program eligibility for subsidized housing programs for a Public Housing Authority.

Language Skills

Ability to read, analyze, and interpret budgets, financial reports, operating schedules, and governmental regulations. Ability to conduct research and present logical conclusions. Ability to write proposals, narrative reports, correspondence, and procedure manuals that are generally error free. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, percent and basic statistical data and to draw and interpret bar graphs.

Reasoning Ability

Ability to solve complex problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills

To perform this job successfully, an individual must be proficient in Microsoft software applications (MS Word, MS Excel). Must be able to learn other recording, information systems, or computer software as necessary.

ADDITIONAL REQUIREMENT(S):

Possession and retention of a valid Virginia motor vehicle license or ability to obtain a Virginia motor vehicle license within ten days of employment. Employee must maintain a driving record acceptable to RRHA and its insurance carrier.

STRENGTH REQUIREMENTS

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time.
