Culmen is looking for a Senior Acquisition Program Management Specialist to deliver Systems Engineering and Technical Advisory (SETA) support to the United States Special Operations Command (USSOCOM). This role involves close collaboration with government Assistant Program Managers (APMs) to support specific programs and manage large Acquisition Category (ACAT) Level III projects, which necessitate command-level oversight.

Key Responsibilities


- Develop program support documentation, including Simple Acquisition Management Plans (SAMPs), Acquisition Program Baselines (APBs), and Analyses of Alternatives (AoAs), to facilitate the acquisition strategy and secure necessary approvals from APMs, Program Executive Officers (PEOs), and Acquisition Executives.


- Assist government personnel in organizing procurement and acquisition planning sessions with representatives from user departments to ensure clarity on the procurement process and associated timelines, while defining roles and responsibilities.


- Advise government personnel in drafting new requirements documentation and assist in preparing Statements of Objectives (SOOs) and Statements of Work (SOWs) to meet validated unit needs.


- Monitor the status of procurement actions and prepare logistics data for the receiving supply support activity.


- Conduct market research to identify potential vendors using open-source research methods, leveraging knowledge of advancements in the communications sector, Other Government Agencies (OGAs), and academia to align with unit requirements.


- Maintain awareness of commercial off-the-shelf (COTS) equipment and technological advancements to recommend enhancements for future research and development or procurement efforts.


- Provide alternatives and recommendations for appropriate solicitation methods in compliance with applicable laws, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), SOF Acquisition Regulation 70-1, and organizational policies.


- Prepare Justifications and Approvals (J&As) for Other Than Full and Open Competition documents, sole source justifications, and other requisition documentation using provided templates.

Basic Qualifications

- Active Top Secret clearance with SCI eligibility.

- Master’s degree in Engineering, Systems Management, Business Management, Computer Science, Information Management, or a related field (e.g., Science, Technology, Mathematics, etc.).


- A minimum of ten (10) years of general experience, including six (6) years of relevant experience in a program office or USSOCOM Special Program.


- Alternatively, a Bachelor’s degree in the aforementioned fields, coupled with twelve (12) years of general experience and eight (8) years of relevant experience in a DoD program office or SOCOM program.


- Five (5) years of experience supporting Department of Defense (DoD) acquisition programs.


- Three (3) years of experience supporting Special Operations Forces (SOF) operations or acquisitions.

Preferred Qualifications

- Equivalent of Defense Acquisition Workforce Improvement Act (DAWIA) Level III training in Program Management or Contracting.

- Experience in staffing documentation packages at the Major Command (MACOM) level.

- Familiarity with USSOCOM Directives 70-1 and 71-4, along with associated references.

The compensation determination at Culmen International, LLC considers various factors such as location, individual qualifications, experience, and organizational requirements. The projected compensation range for this position is $136,000 - $170,000 annually, reflecting the typical salary range for this role and part of Culmen's total compensation package.
