We seek a Senior HR Specialist to provide professional support services to assist the Sergeant. First Class Heath Robinson hiring effort, Honoring our Promise to Address the Comprehensive Toxins Act of 2022 (PACT Act). This hybrid position is in Washington, DC. At least five (5) years of experience providing a broad range of advisory services in Title 5 United States Code (USC) recruitment, staffing, and placement. This includes collaborating and consulting with hiring managers to develop recruitment strategies to attract highly qualified and diverse applicant pools that meet the organization's needs. Examples include the following:


The Senior HR Specialist shall assist the HR Project Manager in managing human resource specialists, administrative specialists, and security specialists with subject matter expertise in both Title 5 staffing and USA Staffing systems. The Senior HR Specialist will assist with all aspects of multiple Workforce Shaping initiatives, interfacing with various clients and project team members and delivering impactful work products to meet client and company expectations. The successful candidate will be a resourceful self-starter in the following:

  • · Preparing recruitment materials (including position descriptions).
  • · Developing, analyzing, and evaluating job analyses and crediting plans to establish and validate rating, ranking, and selection criteria for general schedule positions.
  • · Advising management and senior leaders on recruitment and placement.

Qualifications:

  • Five (5) or more years of human resources management experience
  • Bachelor's degree (e.g., Bachelor of Arts (B.A.), or Bachelor of Science (BS)) in Human Resources, Organizational Development or Business Administration
  • Experience with Federal Job Staffing

Preferred Qualifications:

  • HR Certification (SHRM-SCP, SPHR)
  • PMP Certification
  • Active Security Clearance
