This position serves as a Supervisory Human Resources Specialist and technical expert on pay administration, leave and employee benefits.

Serves as the FCC's designated Benefits Officer, Retirement Counselor, and Insurance Officer, and is the principal liaison with the Office of Personnel Management with respect to retirement, insurance, and pay and leave programs.

Serves as a primary TSP point of contact and resolves TSP/payroll related issues. Also, serves as the designated liaison with the National Finance Center (NFC) as it relates to the personnel/payroll system.


Plans, implements, directs, and oversees the Payroll Benefits Service Center (PBSC) programs and services to assure compliance with all program-related statutory, regulatory, and policy guidelines.

The incumbent provides leadership FCC wide in matters related to Benefits Management including Retirement Counseling, Payroll Administration and Services Leave Administration, and Compensation Management.

Directs staff activities and provides oversight personally of work performed.

Evaluates the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity standards, procedural, policy, and regulatory compliance, and technical competence.

Plans work to be accomplished by staff, sets and adjusts short-term priorities and prepares schedules for completion of work. Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates and appraises staff performance. Makes decisions on work problems and/or programmatic concerns presented by subordinates. Provides advice, counsel, or instruction to employees on both work and administrative matters.


Administers and serves as the senior technical authority for employee benefit programs including CSRS/FERS provisions relating to basic retirement eligibility, retirement projections and computations, CSRS offset provisions; part-time service; reemployed annuitants; life insurance; health benefits; Thrift Savings Plan; WGIs, Long Term Care insurance; Flexible Spending Accounts, and any other programs that affect employee benefits.


Writes comments to proposed legislation, policies, and directives of higher authority, including requests from members of Congress, OMB, Federal Retirement Thrift Investment Board, and OPM.

Assures that the impacts of the proposals are thoroughly considered by management officials and that PBSC and HRM views and needs are adequately represented.


Analyzes and interprets new or revised regulations, technical letters, policies, procedures, and other guidelines relating to employee benefits programs to maintain expertise and provide guidance to the staff.

Plans, directs, and coordinates studies to analyze and evaluate the impact of proposed changes in existing policies, programs, and processes as well as the impact of proposed new policies, programs.

Oversees the maintenance of the system of records on all pay matters related to Time and Attendance.

Performs and/or supervises necessary audits and authorizes and/or processes action for leave transfer, leave restoration of annual and/or compensatory time.

Ensures through oversight of staff, that all FCC employees are paid correctly and on time.


Serves as the senior advisor, provides expert technical advice to CHCO, Deputy CHCO, HR managers, and HR Specialists on matters related to pay administration.

Analyzes proposed pay and leave legislation, policies, and directives of higher authority for impact on FCC, including requests from members of Congress, OMB, Federal Retirement Thrift Investment Board, and OPM.

Assures that the impacts of the proposals are thoroughly considered by management officials and that PBSC and HRM views and needs are adequately represented.

Serves as the senior advisor to the CHCO on how best to improve the compensation and employee benefits programs/services administered.

Identifies, program weaknesses and the sources of such weaknesses. Findings and recommendations, pertaining to these need areas, often have impact beyond the office level and throughout the FCC.
