The Senior Director Total Rewards and HR Systems will plan, design, implement, and manage comprehensive rewards and workforce strategies, ensuring compliance with ERISA and other regulations. They will lead benchmarking cycles to evaluate and recommend best practices for total rewards, manage benefit plan audits, support benefits inquiries, process leave requests, and maintain data integrity. Additionally, they will oversee HRIS systems, perform regular data hygiene, and provide monthly, quarterly, and annual HR metrics and reports to support organizational goals. Their role extends to staying informed on employment laws, contributing to HR goals, and providing essential team support. This position supervises the HR & Payroll Specialist in collaboration with the Director of Payroll.

ESSENTIAL Responsibilities

Compensation and Benefits:

  • Plan, design, implement, and manage a comprehensive slate of health, welfare, and retirement benefits that are cost effective, responsive to trends and feedback, provide excellent value and performance for enrollees, and is attractive to candidates.
  • Working with our benefit broker, carriers, and underwriters, manage annual Open Enrollment process from pre-renewal through post-renewal, including review of renewal costs, determination of fully insured vs self-insured, selection of carriers, active vs passive enrollments, evidence of insurability reviews, and integration of any premium changes with HRIS and Payroll.
  • Reconciles and allocates monthly benefit invoices and provides documentation to HR & Payroll Specialist for processing through accounts payable in a timely manner.
  • Presents information on BIO Benefits during new hire orientation and drives enrollment and engagement through regular employee Benefits communications (BIO Benefits Did You Know, Fidelity Webinars, etc).
  • Plan, design, implement, and manage a comprehensive workforce plan for each department in consultation with HR and Finance teams.
  • Evaluate and compare existing Total Rewards within the market by analyzing plan metrics, surveys, cost modeling, and other sources of information.
  • Lead the team through regular benchmarking cycles to analyze and assess market data, industry trends, adverse impact, and best practices for compensation. Makes recommendations for market adjustments.
  • Ensure the organization’s compliance with provisions of the Employee Retirement Income Security Act (ERISA).
  • Serves on the organization’s retirement investment committee with representatives from BIO and our 401k broker, reviewing and recommending changes to investments offered to staff.
  • Prepare reports required by law to be filed with federal and state agencies such as the IRS, DOL, and other regulatory agencies.
  • Lead and submit annual benefit plan audits and compliance with benefits/ERISA requirements.
  • Ensure mandatory annual compliance training is completed.
  • Administer LOA/FMLA requests and answer questions regarding BIO’s leave policies, including liaising between employee on LOA and manager, and ensuring leave requests are processed appropriately with our third party leave administrator.
  • Support benefits (answer basic benefits questions, provide documentation upon request, support open enrollment) and escalation of complex benefits issues.
  • Maintain compensation data integrity, including analysis of internal and external market data, evaluation of new positions for compensation, managing annual bonus, and merit program.
  • Conduct annual leave records audit to ensure accuracy and prepare annual leave/PTO reports and trends.

HR Information System and Data Management/Integrity:

  • Assess organizational needs and current HRIS systems, evaluate potential and existing vendors, and select and oversee the development and implementation of improvements or new systems.
  • In collaboration with HR Director and VP, determine training needs of managers and individual contributors on new and existing HR systems. Implement regular and ad hoc training on HR systems.
  • Define standard reports or queries and create custom queries on an ad hoc basis.
  • Establish strategies for updating, validating, and correcting employee records or other related HR data.
  • Ensure that system documentation or training are accurately updated and maintained.
  • Evaluate complex data/information to make recommendations that will assist the business in attracting, retaining, motivating, and rewarding top performers.
  • Collaborate with organizational stakeholders to ensure systems are accurate and reports are being run in a timely manner to feed organization-wide systems.
  • Ensure feeds to and from carriers are timely and accurate and establish and maintain an audit schedule to catch any inaccuracies or feed issues.
  • Interpret and present monthly HR metrics with recommendations for changes/improvements.
  • Perform regular HRIS data hygiene and maintenance.
  • Conduct monthly, quarterly, and annual reporting from HRIS on HR KPIs.

Supervision of HR & Payroll Specialist

  • In collaboration with the Director of Payroll, supervise the HR and Payroll Specialist, providing guidance, support, and professional development opportunities.
  • Manage the associated responsibilities of having a direct report, including conducting performance evaluations, setting goals, and ensuring alignment with organizational objectives.
  • Foster a collaborative and supportive work environment between HR and Payroll Departments, addressing any issues or concerns that arise within the team.
General HR duties
  • Stays up to date on federal, state, and local laws that affect BIO employees.
  • Ensure all required reporting, forms, and posters are up to date and maintained accurately.
  • Participates in developing Human Resource department goals, objectives, and systems.
  • Provides backup of duties for HR Team.
Required Background, EDUCATION, and skills

Education and Experience

Bachelor’s degree in human resources or related field plus 10+ years of progressive HR experience. Advanced Certification (SPHR/SHRM-SCP, CEBS, CCP) or master’s degree in HR or business highly desirable. Experience with both fully funded and self/level funded benefit plans.

Required Knowledge

Advanced HR practitioner knowledge, with specific or demonstrated proficiency in benefits and HRIS administration. Knowledge of federal and state employment law as well as current interpretation of complex interplay of these laws. Proven success in business partnership. Project management.
