Currently, HCRC is in search of a Senior Federal HR Staffing Specialist with a robust background in federal human resources. This dynamic role demands expertise in managing the full spectrum of HR staffing, recruitment, and benefits functions within a fast-paced federal agency environment.
Key Responsibilities:
- Collaborate with program managers to develop and refine automated interview questions for ranking applicants in recruitment systems.
- Assist management in crafting both recurring and new vacancy announcements.
- Utilize automated platforms such as Monster and USA Staffing to issue vacancy announcements.
- Evaluate applicant packages to ensure compliance with veterans' preference requirements and confirm that submissions meet established qualifications.
- Perform essential staffing support tasks throughout the recruitment-to-hire process, including preparing referral lists, assembling applicant packets for review, and coordinating with subject matter experts as needed.
- Address inquiries and resolve issues related to HR policies concerning recruitment and staffing selection processes.
- Review work products and system data to identify and rectify any discrepancies.
- Maintain and update computerized databases and spreadsheets for managing recruitment and staffing activities.
- Generate routine reports to track work output and progress.
- Utilize HR Information Systems to document work activities, process administrative tasks, and produce reports.
- Ensure compliance with procedures, policies, and standard operating procedures regarding case file management and federal staffing.
- Review military documentation for applicable veteran preferences and apply them as necessary.
- Prepare and distribute merit promotion certificates.
- Code personnel actions in accordance with the OPM Guide to Processing Personnel Actions.
- Support the preparation of offer letters, onboarding processes, and new employee orientation as required.
- Deliver regular status reports on work progress and any ad-hoc requests.
- Create Job Opening Announcements, Testing Questionnaires, and Assessments within USA Staffing.
- Issue and audit Certificates of Eligibles in USA Staffing.
- Manage the issuance of Notices of Results, Conditional Offer Letters, and Final Offer Letters in USA Staffing/Onboarding Manager.
Required Qualifications:
- Active Delegating Examining Certification.
- A minimum of seven (7) years of experience with federal staffing processes and policies.
- Hands-on experience with Monster Government Solutions and HR Connect (PeopleSoft).
- Demonstrated knowledge of Office of Personnel Management (OPM) qualification standards for evaluating job applications.
- Possession of an active Public Trust Clearance.
