Key Responsibilities:
- Design and implement analytics solutions that are scalable, repeatable, and effective, aligning with the expectations of decision-makers and stakeholders.
- Assess human capital data sources and resolve complex challenges related to data collection and analysis.
- Create data collection templates and requirements to ensure the consistency and validity of utilized data.
- Analyze HR data sources to pinpoint areas for improvement or recommendations; identify data connections and narratives across human capital functions. Map and trace relevant data to evaluate data quality and eliminate irrelevant information. Identify gaps in data and propose new data collection and correlation methodologies.
- Conduct statistical analysis of workforce data. Extract and analyze data from various sources to identify patterns and correlations among diverse data points.
- Recommend additional data elements to support future analytics initiatives.
- Advise on best practices and formats for future analytics, including forecasting and predictive human capital analytics.
- Execute queries and interpret business data requests to develop efficient queries.
- Assist stakeholders by creating advanced reporting and analytics.
- Educate stakeholders on new human capital data and dashboard procedures or protocols, as well as the operation and maintenance of data sources.
- Guide users in selecting data sources and discovering innovative methods to achieve their objectives.
Basic Qualifications:
- Bachelor's degree in human resource management, Mathematics, Statistics, Economics, Computer Science, or any quantitative discipline.
- 5+ years of experience as a data analyst on projects involving data warehouse implementation, data lakes, and Business Intelligence reports and dashboards, preferably utilizing Microsoft SQL Server or Azure Data Engineering stack.
- 3+ years of experience with major data visualization tools such as PowerBI and Tableau.
- Proficient in SQL and Excel.
- Familiarity with Data Warehouse methodologies, dimensional modeling, ETL, and data pipelines.
- Ability to create data flow diagrams and technical design documentation.
- 4+ years of experience working with Federal human capital data, systems, and processes.
- 4+ years of experience in data analysis using statistical tools to identify, analyze, and interpret patterns and trends in complex datasets.
- 2+ years of experience with Agile Methodology.
- Experience with Human Resource Information Systems (HRIS) processes and translating complex human capital data sets into reports and dashboards.
- Understanding of technical challenges in using analytical tools and experience in assessing tool risks and opportunities for an organization.
- Experience in developing and validating statistical models and predictive analytics.
- Experience in establishing data management and governance protocols.
Preferred Qualifications:
- Experience with Azure Data Engineering (ADF, Synapse, Databricks).
- Exposure to metadata management, including data catalogs.
- Proficiency in Python programming using libraries such as Pandas, Numpy, Scikit-Learn, etc.
