GENERAL PURPOSE

This job is two-fold. 1) Performs professional, technical, and analytical duties related to monitoring, mining, analyzing, and interpreting data and departmental operations, protocols, procedures, data and related performance metrics. Makes recommendations to improve department effectiveness and efficiency. Performs various projects relating to finance, budget, management, intergovernmental relations, and quality improvement programs. 2) Provides a range of administrative support for executive level city leaders, including City Administrator and Mayor.

ESSENTIAL FUNCTIONS

The following duties and responsibilities are intended to be representative of the work performed by the incumbent(s) in this position and are not all-inclusive. The omission of specific duties and responsibilities will not preclude it from the position.


Management Analyst

  • Conducts research, analysis, and projects; prepares and presents detailed and comprehensive reports to a variety of audiences.
  • Reviews, analyzes, and develops recommendations regarding state and federal legislation.
  • Presents results through reports, graphs, spreadsheets, charts and analyzes information using statistics, regression analysis, and spreadsheet calculations. Assists in preparing reports for presentations.
  • Assists with developing, establishing, administering, and monitoring programs, work methods, and standards. Assists with general administrative, operational, and financial studies, audits or analysis.
  • Participates in the development, implementation, interpretation and administration of ordinances, administrative policies, procedures, and programs.
  • Provides professional and technical administrative and analytical assistance in writing and coordinating various grants.
  • Will be required to attend various meetings with outside government agencies and other groups relative to goals of the city, outside of regular work hours.

Executive Assistant

  • Provides general secretarial duties; prepares correspondence, memos and related communications for city administrator, mayor and executive staff; takes notes, makes and transcribes letters, memos, etc.; composes communications as requested; maintains records and files; prepares agendas and attends leadership meetings; takes and transcribes minutes. Prepares meeting packets and materials and distributes to appropriate staff for review.
  • Answer telephone(s), screen calls and visitors, take and transfer messages. Review various emails and correspondence to assess relevance and urgency.
  • Schedule appointments. Maintain calendars. Apprises leaders of activity schedule identifying events, activities, committee meetings, public hearings, staff meetings etc.; follows up on appointment schedules as needed to verify appointment and meeting commitments for executive personnel.
  • Prepares various reports and documents; reviews content for accuracy and completeness; makes grammatical and technical changes to content as needed; performs routine research and gathers data as needed to compile or complete reports as requested.
  • Coordinates special meetings for city leadership; including notifications, refreshments, room scheduling etc.
  • Makes travel arrangements for the mayor, city administrator and council members; contacts travel agencies, airlines, or other transportation companies.
  • Organize and process executive expenses.
  • Performs special projects as assigned; coordinates and facilitates cooperation between various staff members as needed to complete assigned projects; ensures the timely distribution materials, reports, analysis and pertinent documentation to enable timely decision-making.
  • May assist in some HR and Communications activities.
  • Contribute to the team effort by accomplishing specified projects as needed, including analysis, research, forming presentations, work on teams and projects.
  • Performs related duties as needed.

MINIMUM QUALIFICATIONS

  • Bachelor's degree from accredited college or university in public administration, business administration, management, statistics, accounting or other closely related field, OR an equivalent combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES

  • Communicate clearly, precisely, and effectively in both writing and speaking.

  • Foster positive relationships with other departments, city leaders and citizens.

  • Identify measures or indicators of system performance and the actions needed to improve or correct

  • performance, relative to the goals of the system.

  • Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions,or approaches to problems.

  • Analyze needs and requirements to create processes.

  • Consider the relative costs and benefits of potential actions to choose the most appropriate solution.

  • Identify complex problems and review related information to develop and evaluate options and implement solutions.

  • Determine how a system should work and how changes in conditions, operations, and the environment will affect outcomes.

  • Business and report writing, including proficiency in spelling, grammar, and composition.

  • Business machines: PC's, copiers, telecommunications, AV equipment, etc. Word processing, spreadsheet, presentation, and database software applications at an advanced level.

  • Advanced skills in Microsoft Office suite, Outlook, Internet, Social Media, and prefer experience with Caselle.

  • Proper telephone etiquette, and excellent communications skills.

  • Basic knowledge of city functions, policies, and regulations.

  • Provide professional customer service. Create and maintain effective working relationships inside and outside the department, and city.

  • Well organized and can keep others organized.

  • Properly manage multiple projects simultaneously. Accomplish tasks accurately and within deadlines.

  • Strictly maintain confidentiality.

  • Demonstrates professional appearance and presence.

  • Create and maintain productive and friendly relationships with peers, management, and outside contacts.

  • Interpret and apply policy and procedures where needed.


WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities, such as walking, standing, stooping, sitting and reaching. Must be able to lift 15 lbs. at times. Continuous talking, hearing and seeing required in the normal course of performing the job. Common eye, hand, finger dexterity is required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Considerable exposure to stress is associated with a high level of personal accountability, high impact decision-making and conflict management. Must be able to access and navigate each department building within the city facilities. Periodic travel required in normal course of job performance.
