JOB ANNOUNCEMENT – Housing Manager (Full Time) 


Bayview Overview 

Bayview Foundation is a nonprofit organization that provides affordable housing and supportive services to residents living in Madison’s historic Triangle Neighborhood. In the middle of the neighborhood, Bayview operates a comprehensive community center that offers culturally relevant and responsive educational, social, recreational, and cultural programs and services to area residents in need. Programs and services aim to support residents in achieving their aspirations and helping families to thrive. 


After years of in-depth planning with residents and community leaders, Bayview is in its final year of a phased, three year plan to rebuild the 6.4 acre property. By early 2025, the new Bayview will feature 130 apartment and townhouse units, providing affordable, dignified housing for up to 500 residents. The campus also features a stunning new neighborhood center that serves the entire neighborhood with programming in the following areas: food access; youth development and education; adult education and skill advancement; social work and resource navigation; senior meals and wellness; art and cultural programs.

Position Summary 

Bayview is seeking a full-time, 40 hours/week Housing Manager to join our team. This position is responsible for managing and coordinating the day-to-day operations of the housing department. This includes management of a total of 130 units (Project Based Section 8, LIHTC, HOME Program, Dane County Housing Authority and Market Rate). This position also requires on call maintenance emergency coverage for up to one week per 1-2 months. 


Hours and Compensation

The Housing Manager is a full time, 40 hour/week position, between the hours of 8:00 am and 5:00 pm, as well as evenings and weekends as needed. 


The salary range  for this position is $58,240 to $62,400 based on experience and qualifications. Position includes the following benefits: health and dental coverage, short- and long-term disability, retirement, and PTO (sick, vacation, personal days, and holidays) and a 403b plan with a 6% employer match.


This position reports to the Housing Director.


Duties and Responsibilities


Compliance and Reporting 

  • Handle all aspects of the tenant recertification process, initial files, interim changes, and HAP creation
  • Meet with all tenants initially, annually and on an interim basis, as needed, to complete all required paperwork 
  • Implement House Rules and tenant compliance; Train staff and ensure follow-through 
  • Maintain a working knowledge of all fair housing laws, policies and practices
  • Be fair and consistent in upholding relevant laws and all company policies
  • Assist with handling tenant conflicts and complaints 
  • Oversee parking assignments and enforcement 
  • Assist with reports to funding sources 
  • Maintain awareness of and respond to changes in program funding, including but not limited to HUD and LIHTC 
  • Maintain complete tenant files and related documentation regarding continuing eligibility
  • Regularly audit files to ensure compliance with all state, federal and company policies 


Policies and Procedures 

  • Review and implement policies and procedures, in conjunction with the Housing Director
  • Assist with development and implementation of evaluation process for property management and maintenance to evaluate work performance, responsiveness, and tenant satisfaction


Financial 

  • Process rental payments and prepare bank deposits 
  • Process monthly reports related to rent roll and delinquencies
  • Follow up on delinquent rent, tenant fees and outstanding tenant damage invoices 
  • Handle security deposit reconciliations
  • Assist in the creation of the annual budget 


Maintenance 

  • Work in collaboration and conjunction with the Maintenance Lead  to assign, track and monitor all maintenance and warranty work orders 
  • Work in collaboration and conjunction with the Maintenance Lead  to manage and track maintenance and grounds expenditures, purchasing, and third-party vendor work estimates and contracts
  • Assist with annual inspections of all apartment units in accordance with HUD, WHEDA and REAC
  • Maintain NSPIRE (formerly known as REAC) scores in accordance with the organization’s strategic score targets
  • Work in conjunction with the Maintenance Lead to implement an effective pest management and landscaping maintenance program


Resident Support 

  • Maintain comfort, privacy, and dignity of tenants
  • Respond to tenant questions, complaints, and conflicts 
  • Develop and maintain positive relationships with tenants


Leasing and Marketing 

  • Create and maintain an effective marketing program that adheres to program requirements 
  • Maintain and update the waiting list
  • Answer calls about available apartments and show available apartments
  • Screen and process all incoming applications and prepare lease documents for new tenants
  • Coordinate tenant move-ins and move-outs


Other Duties 

  • Additional duties as assigned


Qualifications

  • At least 3 years of relevant work experience in property management with Low Income Housing Tax Credits and/or HUD Project-Based Section 8 Properties 
  • At least 3 years of experience working with low-income communities of color 
  • Knowledge of landlord/tenant and fair housing laws 
  • Experience in customer service and marketing 
  • Dedication and commitment to social justice, racial equity, and anti-racism
  • Ability to cultivate and maintain positive relationships with adults, children, families, and staff Collaborative working style with excellent communication and interpersonal skills
  • Ability to supervise, train and evaluate staff on all technical, mechanical and/or administrative aspects of assigned work and duties 
  • A demonstrated ability to work independently, meet deadlines, organize time, set priorities, and take initiative
  • Excellent organizational skills and attention to detail
  • Experience using housing management software such as Real Page One-Site
  • Bilingual in Hmong or Spanish a bonus
  • HUD Occupancy Specialist, LIHTC Tenant Occupancy and HOTMA certifications preferred; If new hire doesn’t have these certifications prior to employment, they would be expected to gain certifications within six months of employment (trainings to be paid by Bayview) 


Requirements

  • Proficient in Microsoft Office applications, including Google Suite and Microsoft applications; Experience using housing and/or leasing software (Bayview uses OneSite)
  • Possession of valid driver’s license and access to reliable transportation
  • Ability to maintain confidentiality in working with tenants and information
  • Ability to be on call and respond to maintenance emergencies
