Summary Statement

This position will serve as a casual seasonal employee in the Division of Operations and Fund Management in the Office of the State Treasurer. The employee will work within the Program Support unit. This unit provides critical assistance for daily operational tasks as guided, defined, and adopted by the Cash Management Policy Board. This role will provide operational support for ongoing tasks i.e., PCI Compliance, Treasury Management System, GoDE, and Merchant Services. The Division is responsible for overseeing the movement of State funds across a variety of channels and providing operational and transition support on office and state-wide initiatives. This opportunity will provide the employee with a broad understanding of how financial operations works in State government, in addition to providing practical, hands-on experience.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

Plans for the development of data processing capabilities and writes the Department's Annual Computer System Implementation Plan which defines needs and proposes solutions to problems with estimated costs. Develops and recommends data processing standards, policies and procedures. Establishes, in conjunction with program administrators and directors, goals and objectives for data processing. Evaluates requests, prioritizes items and recommends departmental budget. Recommends approval or disapproval of requests for purchase or lease of hardware and software. Supervises a small number of personnel and/or oversees the work of contractors. Manages data stored on servers, eliminating duplication and permitting authorized access. Represents the Department at Information Resource Managers statewide meetings and at Department of Technology and Information (DTI) meetings for data security. Monitors divisional data processing costs to ensure budgetary compliance. Develops in-house training programs and selects vendors for software training. Evaluates new hardware and software.

Job Requirements

JOB REQUIREMENTS for Data Processing Administrator Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Six months experience in administering computer data networks which includes troubleshooting, diagnosing and resolving hardware and software problems. Six months experience in database management concepts and systems development lifecycle methodology. Six months experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects. Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
