The Project Record Coordinator (Transportation Maintainer 4) will also train field personnel, be the liaison to Central Maintenance Administration for project updates and ensure compliance to force account recordkeeping procedures. Duties to include: Act as a liaison for field personnel regarding any questions or problems relating to project paperwork and/or Force account record keeping. Attends pre-construction meetings with contractors to advise on compliance with record keeping regulations and answer any questions the field or contractor may have. Maintains files of all state and federally funded projects to ensure costs are in line with project funding amounts and to insure that cost over-runs do not occur. Ensure all project record requirements are being met.  Perform an audit on all project books for accuracy and to ensure compliance with the Force Account Record Keeping System. Closing out of projects upon field completion of the work. Back up Radio Room Operator with radio and phone calls and dissemination of road hazards or notifications to field. Coordinate and report information to storm center staff during storms. REQUIREMENTS Candidates must indicate they hold a current and valid Commercial Driver's License (CDL) with tank endorsement in the Licenses and Professional Certifications section of the application, or they will not be considered. Applicants invited to interview will be required to produce a copy of their current valid Commercial Driver's License (CDL) Class A or B, reflecting the tank endorsement, and valid Medical Examiner's Card (MEC) at time of interview, or they will immediately disqualified. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for performing a variety of highly skilled tasks in the construction, maintenance and repair of state roadways, roadsides, bridges, airports and other departmental facilities; operates and maintains highly complex mechanical equipment; may serve as trainer.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the construction, maintenance and repair techniques of roadways, roadsides, bridges or airports; the processes and materials used in the construction and maintenance of highway and bridges or airports; Skills interpersonal skills; oral and written communication skills; Considerable ability to operate skillfully and make ordinary repairs to highly complex mechanical equipment as listed on the attached addendum;  Ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience in the construction, landscaping, commercial driving, snow plowing, maintenance and repair of roadways, roadsides, bridges or airports, in work involving the operation and care of mechanical equipment or work in one of the recognized maintenance trades.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in the operation of complex equipment or the performance of skilled tasks.

NOTE: For state employees this experience is interpreted at the level of a Transportation Maintainer 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

Graduation from a vocational or technical school with a diploma designating completion of the subject requirements in one of the maintenance trades may be substituted for two (2) years of the General Experience.

PREFERRED QUALIFICATIONS

Experience processing payroll with appropriate budget coding’s, and mileage (STARS). Experience preparing Purchase Orders, Purchase Requisitions and Receiving Reports. Experience using Microsoft Office suite (Outlook, Word, Excel, SharePoint, OneDrive, PowerPoint), Stars, CORE-CT computer programs. Experience with public speaking and training in a classroom setting. Experience in project recordkeeping. Experience in construction, maintenance, and repair techniques of roadways. Experience with and knowledge of Site Manager programs. Experience reviewing and maintaining files of state and federally funded projects for accuracy in reporting hours, manpower, equipment, material use, and all costs and expenditures, as well as proper signatures, charges, and notations of any variables during the performance of the operation. Experience working independently without direct supervision. Experience maintaining records, problem solving and researching information. Experience in written and oral communication.

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications. Incumbents in this class must be willing to accept assignment to emergency duties, including snow and ice removal whenever their services are needed.

CHARACTER REQUIREMENTS

At state airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class are exposed to extremes of weather conditions, to frequent lifting of heavy weights, to highly dangerous road and traffic conditions, including exposure to heights when working on bridges, to poison ivy, insect bites and allergy irritants during summer months, and to loud and potentially dangerous machinery. The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
