Main Purpose of Job

The Administrator II of the Election Operations Division supports the Division by managing\r
the implementation of federal and state election laws and the Americans with Disability Act.\r
The position develops, implements, and manages efforts to improve election administration,\r
including the administrative complaint process, drafting and adopting regulation, and\r
customer service. The position also assists with implementation the State's provisional\r
voting program conducted by the local boards of elections and the agency's election judge\r
training program and supports the State's in person and mail-in voting programs. The\r
position will oversee an audit program of the local boards of elections and statewide training\r
and education programs for election officials.

POSITION DUTIES

Supports the Director of Voter Registration and Operations Division in coordinating election related programs, including the State's provisional voting programs, polling place operations and compliance, election audits, and election official training program;\r
Support election-related preparation and support activities;\r
Support the agency's process for adopting and amending the Code of Maryland Regulations;\r
Manages the implementation of laws, regulations, and policies concerning voting locations, including state and federal election laws and ADA compliance;�\r
Manages customer service to support election-related preparation and activities for mail-in and provisional voting customer service;\r
Manages the Administrative Complaint process as required by federal and state election laws;\r
Manages short and long-range plans for program operations and resources;\r
May promote the program through contacts with interested groups and the general public; and\r
Performs other related duties.\r

*This position will require extended hours during the election period.*\r

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience: Five years of administrative staff or professional work. \r
Notes: \r
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. \r
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. \r
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.\r

DESIRED OR PREFERRED QUALIFICATIONS

1. Detail oriented, good organizational and supervisory skills, and strong verbal and writing skills.�\r
2. Experience with Maryland's process for adopting and amending the Code of Maryland\r
Regulations.�\r
3. Experience coordinating activities performed by other individuals or third parties (e.g.,\r
vendors, coalitions) .\r
4. Project management experience.\r
5. A law degree or graduate degree in public administration or public policy.�\r
6. Knowledge of elections in Maryland.�\r
7. Experience administering an election.\r

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r
