Main Purpose of Job

The Administrator I – Voter Registration Compliance Auditor - position in the Voter Registration Division supports the Division by implementing various projects related to the voter registration and petitions in Maryland. This position ensures the Local Boards of Elections (LBE) are in compliance with federal and state election laws and regulations. The position is responsible for conducting and managing investigations to obtain evidence of potential malfeasance in voting; providing the Director with sufficient information to determine whether to refer voters to the Office of the State Prosecutor; and gathering information on other related election cases. The position reviews and responds to information requests for voter registration information made under the Maryland Public Information Act (PIA).

When functioning as administrators overseeing or coordinating agency operations:\r
Directs or assists in the direction of the daily operations of a unit or division;\r
Plans, organizes and supervises the work of subordinate staff, which may include professional, technical, administrative or clerical workers;\r
Evaluates efficiency of operations and develops, revises and recommends new policies, standards, and workflow procedures, using new technology where appropriate;\r
Interprets and applies or oversees the application of agency policies, rules and regulations to accomplish the work of the unit or division;\r
Implements new regulations and policies as directed by upper management;\r
Sets goals and deadlines and oversees the workflow of the unit;\r
Coordinates workflow with administrators of other units in areas of work spanning multiple units;\r
Coordinates leave and staff coverage of unit or division;\r
Performs other related duties.\r

When functioning as�special assistants to�executives:\r
Researches and compiles information as directed by the executive and may recommend innovative ideas or methods of doing business;\r
Reviews, evaluates and assists in the development of agency policies and programs;\r
Promotes the work of the agency through frequent contact with interested groups and individuals;\r
Makes recommendations to upper management and executives concerning new or revised legislation affecting the agency;\r
Develops and recommends new standards, methods of operation and new technology to accomplish the mission of the agency;\r
May work on sensitive and confidential projects requiring discretion and judgment in the release of information;\r
May act as the representative of the executive in meetings and conferences;\r
May act as a liaison between the executive and agency units;\r
May act as team leader for special projects;\r
Performs other related duties.\r

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience: Four years of administrative staff or professional work. \r
Notes: \r
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. \r
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.\r

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\r
1. Experience administering an election, preferably in Maryland.�\r
2. Ability to work in a fast-paced, deadline driven environment.�\r
3. Experience responding to inquiries and concerns of the public.�\r
4. Experience working with a database.\r

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r
