Region Manager Duties and Responsibilities:
The Army ROTC Support Services contract provides a range of skilled personnel to support the U.S. Army Cadet Command's nationwide ROTC program. The MAT Region Manager is the senior manager within an assigned region overseeing personnel working at locations (primarily colleges and universities) across the United States, including 3 U.S. territories. The Region Manager is responsible for program execution and managing the daily activities of all personnel working regionally in support of the contract and is also the regional primary point of contact for our customer, U.S. Army Cadet Command. Additional specific responsibilities include:

  • Ensuring all defined Performance Work Standards are met within assigned region.
  • Ensuring all region deliverables are completed and accepted by the Team ROTC Program Management Office in accordance with the established Deliverable Schedule.
  • Maintaining communications with the customer and all stakeholders and ensuring that relevant communications are disseminated to the workforce in a timely manner.
  • Being a good financial custodian with budgetary responsibilities to enable the program to operate within budget.
  • Identifying, evaluating, and mitigating any risks to successful program execution and/or customer satisfaction.
  • Leading periodic internal region staff meetings as well as providing your weekly region status report during the weekly Team ROTC meeting.
  • Creating content and making presentations needed to inform internal and external stakeholders, customers and to support decision processes.
  • Ensuring all regular detailed reporting requirements are met for internal and external stakeholders.
  • Ensuring all ad hoc reporting requirements are met within established timelines. This requirement may involve work beyond usual working hours.
  • Collaborating with teaming partner resources to ensure all employee and program support requirements are met in a timely manner.
  • Providing leadership within assigned region, in concert with the Program Manager, to meet customer expectations
  • Exercise constant and continuous collaboration with the Vine Grove Program Management Office to ensure ROTC contract success in the delivery of services and support to Cadet Command.
  • Providing operational control of contract personnel assigned to respective Battalions
  • Working aggressively, in conjunction with PMO recruiting staff and teaming partner HR departments, to always fill and retain contract staff with a minimum goal of 95% position fill rate.
  • Responsible for vetting candidates, conducting interviews, and making hiring decisions for assigned regional positions.
  • Establishing and maintaining the necessary relationships with Battalion PMSs and the Brigade Commanders and their staffs, to ensure they are postured to resolve issues that may arise.
  • Providing regular detailed reporting to the Program Manager and customers
  • Region Managers periodically travel to Cadet Command Hqs and Brigade meetings at the government's request and expense. 3-4 weeks per year is a good planning estimate.
  • Responsible for tasking regional instructors for Cadet Summer Training (CST) duty at Fort Knox.


Region Manager Qualifications:

  • Minimum Required Education: Bachelor's degree.
  • Minimum Experience: 5 years program management experience managing largescale Government programs; familiarity with Government policies and procedures.
  • Demonstrated superior performance as a ROTC instructor or support staff member of Team ROTC with extensive knowledge and familiarity with Army ROTC and US Army Cadet Command policies and procedures.
  • Minimum Technical Skills: Solid MS Office skills.
  • Minimum Industry Certifications: None


Desired

  • Previous military assignment as PMS or APMS.
  • Master's degree or relevant experience
  • Industry Certifications: PMP certification
  • Technical Skills: Experience with MS Teams


Region Manager Compensation and Benefits:
This position is one of significant responsibility and is compensated accordingly. Specific compensation level will be dependent upon skills and experience. This position includes a comprehensive benefits package including medical, dental, and vision insurance, paid time off, 401K with matching, and education benefits.
Position Location:
This specific Region Manager is assigned to the region projected to manage 1st and 6th Cadet Command Brigades. The Region Manager position is normally located within the regional footprint of states. An exception is possible for a highly qualified individual who can remotely manage their area and personnel.
