Job Announcement

This position develops, implements, and coordinates management practices to ensure effective use of resources across departments. Establishes priorities and provides guidance and direction on administrative matters to JDRDC management.

Works closely with JDRDC management to ensure JDRDC administrative needs are addressed. Ensures project specific work team coordination assigned across divisions to include budget, financial, physical resources, research, continuous quality improvement, research, communications, and strategic initiatives. Participates as a member of the JDRDC leadership team to implement and develop initiatives to address service delivery needs, process design, business development, and ensures resources are available and accessible to support JDRDC priorities. Develops, analyzes, and implements; county wide strategic and equity programs within the department; policies and procedures; and ensures federal and state accountability requirements are met. Works with federal and state officials, regulatory bodies, and policy makers to represent the needs and interests of JDRDC. Serves on the JDRDC emergency response team.

Provides oversight of functional areas: JDRDC research and development; website operations; continuous quality improvement; strategic planning; diversity, equity, and inclusion; and technical support.

Serves as lead technical expert for data acquisition, management, analysis, and interpretation of large amounts of data to provide actionable insights for data-driven decision making and quality improvement efforts for agency, county, and state initiatives;
Works collaboratively with leadership, staff, and partner agencies to assure a system-wide, coordinated approach to data collection and reporting;
Leads projects through all stages of the analytics lifecycle to measure impact of services, assess progress for initiatives, ensure data quality, identify gaps, and improve outcomes;
Recommends and implements improvements, such as changes to business practices, data collection and related processes and procedures;
Manages the allocation of staff and other resources among projects and research studies;
Mentors and/or supervise lower level analysts and manages their professional development;
Provides guidance, support and quality assurance oversight to other County agencies on matters related to quantitative analysis and research methodology;
Provides support to local elected officials and senior County management on issues of forecasting and quantitative methodology;
Facilitates discussions with staff, leadership, partner organizations and other stakeholders to develop and standardize data entry, management, and analysis processes;
Facilitates user requirement sessions for data analysis and standardization; gathers and documents business data and analytics requirements;
Defines reporting objectives, research methodologies, and assists with development of metrics and measures to assess program performance and ensure compliance with all local, state, and federal regulatory reporting requirements;
Analyzes and interprets data and information to support quality improvement processes; applies current literature, relevant research, and knowledge of best practices to make recommendations on improvement strategies and policy changes;
Develops presentations, narratives, tables, and graphs in a variety of formats that are appropriate and understandable to a range to audiences;

Ability to translate technical terminology into simple language and concepts;

Ability to effectively communicate with a wide variety of audiences, including both written and oral presentations, and the use of data visualizations;

Ability to present complex information to agency management, senior County management and elected officials in a clear, concise manner;

Skills in data management, analysis, research techniques and development of reporting solutions.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in analytics, informatics, mathematics, survey design, statistics, data science, computer science, healthcare administration, or a related field; plus four years of professional work experience in data research, quantitative analysis, modeling and forecasting, statistics, data science, data analytics, or policy analysis.

PREFERRED QUALIFICATIONS:
At least four years of management experience.At least one year of experience using SharePoint to implement processes.Two or more years of experience executing Continuous Quality Improvement activities.At least one year of experience writing, implementing, and delivering training curriculum.Three or more years of experience reviewing and drafting policy.At least one year of experience implementing Strategic Initiatives.At least one year of experience working in local, state and/or federal government.PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature. Visual acuity required to read data on computer monitor and incumbent must be able to operate keyboard-driven equipment.May be required to lift up to 15 pounds.Must be able to communicate with others verbally and in writing.Must be able to operate a motor vehicle.Must be able to travel to various locations of court units and programs.All duties performed with or without reasonable accommodations.
