Job Description


As a valued member of Fluor's Mining & Metals Business Line, you will have the opportunity to work in a team with proven capabilities and experience in successfully delivering large, complex projects for mining, metals, and fertilizer clients around the globe.


The Human Resources Business Partner (HRBP) partners with the President of the Mining & Metals Business Line and global Human Resource (HR) teams to provide consultation and support in the implementation of the talent strategy.

The position serves as a strategic business partner to the Business Line Leadership and is a trusted advisor in people issues.

This position primarily acts as a consultant on all issues related to HR.

The HRBP is a proactive communicator and change agent, someone who can successfully balance employee needs with business objectives to create integrated solutions.

This position functionally reports to the Urban Solutions HR Segment Lead.

This position is intended to be performed from one of Fluor's major offices but work location is flexible for the right candidate.

This position provides leadership in the organization and is primarily engaged in management activities. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities.

The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.


The purpose of this position is to analyze, plan, coordinate, manage, and execute complex projects, programs, and strategic initiatives within a global strategic Business Unit for the enhancement of the workforce.

This position is responsible for developing, administering, and directing HR policies, programs, and practices while ensuring compliance with company policy and local practices and regulations.


The Human Resources Business Partner role contributes to company performance by providing tactical and strategic consulting on people and organization development strategies in support of the business objectives.

Will carry out responsibilities in the following functional areas:

talent acquisition; employee relations consultation; policy interpretation and application, performance and compensation management consultation; project support, and talent management consultation.

May carry out additional responsibilities to include diversity, equity & inclusion, organizational design, employee development initiatives and training.

Principal Job Duties & Responsibilities:

  • Act as an HR business partner to oversee development, implementation and administration of HR services, programs, procedures, policies, and guidelines
  • Oversee that the development, implementation, and administration of HR procedures, policies, and guidelines are designed to enhance the ability to attract, develop, and retain qualified employees
  • Partner with executive management and effectively interface with operational management to ensure that HR services, systems, processes and programs are properly designed and executed, and the workforce needs of the business and company are met
  • Support the set up and execution of international projects partnering closely with Regional HR, Global Mobility COE, Finance, and Legal
  • Collaborate with management to address attraction, employee development and retention
  • Oversight for Human Resource (HR) program implementation, out of cycle negotiations, and ongoing workforce management issues
  • Provide leadership in organizational development, design and capability including change implementation with a focus on: leadership, employee and team engagement and development
  • Identify strengths, weaknesses, opportunities, and threats within the business and develop and communicate HR initiatives including management of succession planning in line with Fluor practice
  • Interpret budgetary, workforce analytics, and metrics to properly assess the business workforce needs
  • Negotiate life cycle processing events for Executives, such as on-boarding, off-boarding, and transfers, etc.
  • Communicate, lead, and direct collaboratively within the context of a globally diverse environment
  • Communicate regularly within Fluor, including senior and executive management, and externally (i.e., candidates, benefits providers, external vendors, etc.)
  • Assess and mitigate risk
  • Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback
  • Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
  • Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
  • Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
  • Maintain compliance with all applicable policies, procedures, and global standards
  • Adhere to and support Fluor's HSE and Sustainability Policies
  • Effectively develop and apply the Core Skills to the job
  • May need to travel to attend to business related matters. This would offices, projects, clients, etc both domestically and internationally.
  • Meet expectations on attendance and punctuality

Basic Job Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and sixteen (16) years* of work-related experience or a combination of education and directly related experience equal to twenty (20) years* if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Minimum two (2) years of relevant and progressive Human Resources experience in a complex Business Partner role or broad HR leadership position
  • Proven ability to manage a team
  • Proven success with leadership and people & change management.
  • Outstanding relationship building skills and ability to partner with colleagues to influence broader HR strategies and practices to link HR strategy to business goals for the benefit of the enterprise
  • Strong consulting, influencing and negotiation skills on all HR subject areas including recruitment, talent, leadership development, performance management, organizational design, compensation, and diversity
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
Preferred Qualifications

  • Minimum two years' experience in a field role as a project HR lead
  • Accredited four (4) year degree or global equivalent in Psychology, Education, Industrial Relations, Human Resource (HR), or related fields with significant HR/Admin experience
  • Advanced degree (Master in Business Administration, Organization Development, etc.) or global equivalent preferred
  • Senior Professional in Human Resources (SPHR), Global Professional in Human Resources (GPHR) certification, or applicable HR accreditation
  • Demonstrated high level of interpretive thinking, mature judgment, problem solving, and conflict resolution skills with the ability to provide high quality independent analysis, conclusions, and recommendations
  • High level organizational, leadership, communication, and project management skills
  • Experience in development/implementation of policies, procedures, and methods
  • Experience working closely with operational management
  • Experience negotiating contracts and establishing relationship with outside agencies/vendors
  • Experience with budgetary and functional strategic objective responsibilities
  • Experience working with offices globally
  • Intermediate to advanced knowledge of cultures and cross-cultural collaboration
  • Strategic business sense and organizational savvy
  • Ability to build trusting relationships, gain credibility, and partner with leaders, peers and employees
  • Demonstrated ability to be discreet with confidential company and employee information
  • Proficient computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations
  • Basic knowledge of internal database applications for designated disciplines
  • Provide advice, guidance, and interpretation of HR policies and programs
  • Coach and assist managers in tasks and strategies around the engagement and performance management of employees
  • Coordinate and support actions, strategy, and conversations around the recruitment and staffing of personnel for global M&M projects with an emphasis on international mobility
  • Strong coordination with global HR Operations and the HR Centers of Excellence (Talent Acquisition, Talent Development, Total Rewards, etc)
  • Develop and maintain close working relationships with business line stakeholders to ensure the needs of the business are being met
  • Support and, at times, lead the development and rollout of TD initiatives
  • Reporting and analytics with focus specific to ATLS metrics (i.e., DE&I, Hires & Separations, Growth by Region, Recruiting Metrics)
  • Assist in annual HR Activities (Compensation Planning, Executive Nominations, Succession Planning, Nine Box and Performance Assessments)
  • May function as a team leader or group participant on special Human Resource projects

Other Job Requirements

  • Support the implementation of corporate led HR activities such as the annual Performance Assessment process, succession planning, salary planning and ICR process and all actions involving an executive in their group.
  • Partner with Regional HR Leads to expedite the resolution of any workforce issues in offices and projects that have not been addressed.
  • Assist business line with project and contract guidance and negotiation as it relates to the bidding process.
  • Assist business line with project setup and project life cycle as it relates to HR support and issues.
  • Work with and support business lines in identifying field HR resources to support projects
  • Act as a mentor and OUM for field HR resources in the Business line
  • Assist with succession planning in the Business Line, executive searches, and other HR services as requested by Business Line Leadership.
  • Provide workforce analytics and recommendations to the Business Line Leadership team.
  • Advise Regional HR teams on significant project scope changes that may impact service delivery and operations.
  • Provide recommendations to Business Line leadership regarding the strategy for the HR corporate activities.
  • Ensure the timely submittal of project staffing plans to the Regional HR Leads and the Talent Acquisition COE.
  • Communicate the Business Line's strategy (e.g. related to markets and geographies), tactical plans and HR requirements to the Reg. HR Leads and the HR COE's, in order to guide the prioritization, design and implementation of HR programs and policies so they best compliment company strategy, business conditions and project delivery.
  • Partner with Business Line Leadership and Regional HR Leads on the identification and development of hi-potential employees, including HR professionals. Talent development activities include, but are not limited to, identifying project/ assignment opportunities, cross functional learning, training, portfolio assignments, etc.
  • Meet regularly with the regional HR leads, and the COEs to ensure excellence of the execution of HR services to the offices and projects.
