Your Specific Responsibilities:

This is a highly responsible position in the Program Policy and Development Section that requires the incumbent to exercise independent and professional judgment. The incumbent will spend 100% of the time providing service delivery activities that include contractor application evaluation and approval, sponsor budget evaluation and approval, technical assistance, and contractor/staff training for the USDA Child Care Food Program administered by the Bureau of Child Care Food Programs. The incumbent will be assigned to the central office and will be required to complete a certification twice a year stating that all time worked has been for the Child Care Food Program.

Evaluates and approves or denies budgets and/or budget line items and management plans for large sponsoring organizations. Conducts on-site reviews and/or desk audits to determine if costs charged to the program are allowable, reasonable, necessary, and comply with regulations and policies. Assists contractors and staff in determining if specific costs can be charged to the program.

Evaluates, and approves or denies prospective and renewing contractor applications. Uses established standards and criteria and for determining eligibility, financial viability, program accountability and administrative capability of prospective and renewing contractors. Evaluates and approves or denies additions and terminations of facilities participating under a sponsoring organization. Evaluates and approves or denies program operational and/or administrative changes requested by participating contractors.

Provides technical assistance, consultation, training and guidance regarding program regulations, policies, and procedures to prospective and participating contractors through formal training sessions, on-site reviews, correspondence, or via the telephone related. Disseminates program and fiscal policy and procedure information and assists contractors and staff in understanding and applying program requirements.

Reviews and analyzes MIPS (Management Information and Payment System) Reports and provides guidance to contractors and program specialists when problems, errors and/or signs of possible fiscal non-compliance are identified.

Develops training materials for staff and contractors and conducts local and statewide training sessions.

Develops and revises forms and other materials to comply with regulations and policies. Writes policy memoranda, correspondence, reports and other materials as required.

Performs other related duties and responsibilities as assigned.

Required Knowledge, Skills, and Abilities:

Knowledge, skills and abilities, including utilization of equipment, required for the position: In addition to the KSA's listed in the occupational profile for a Management Analyst, the incumbent should also have: Knowledge of: federal and state Child and Adult Care Food Program regulations, rules, requirements and procedures; daily operations of a child care center or day care home; child nutrition; methods of compiling and analyzing data; generally accepted accounting practices and procedures; and correct grammar usage. Ability to: interpret federal and state regulations and procedures; analyze processes, identify problems and potential solutions, implement corrective actions and evaluate the results; present negative findings in an effective manner; plan, organize, prioritize, coordinate and complete work assignments; communicate effectively, both verbally and in writing; establish and maintain effective working relationships with others; and work independently without close and constant supervision and be an effective team member or team facilitator, to travel and present information to contractors. Skill in: Strong computer skills required, especially in Excel and Access or similar programs.

Other job-related requirements for this position: A bachelor's degree from an accredited college or university and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation engineering or administrative work. A master's degree from an accredited college or university can substitute for one year of the required experience. Professional or non-professional experience as described above can substitute on a year-for-year basis for the required college education. Emergency Duty: Incumbent is required to work during or beyond normal work hours or days in the event of an emergency. Emergency operations functions required of the incumbent include, but are not limited to, Special Needs Shelters, Red Cross Shelters, or other emergency functions. Regulatory Responsibilities: The incumbent in this position is considered to have regulatory responsibilities in that s/he shall determine a regulated entity's compliance with federal, state or local statutes or regulation; or determine or recommend whether the agency should issue, revoke, cancel or suspend an entity's participation in a government program; or approve or recommend administrative transactions between the agency and a regulated entity. Therefore, the incumbent is subject to the requirements of Chapter 112, F.S., Chapter 60L-36, F.A.C. and DOH Policy with which s/he is required to be thoroughly familiar. Travel: Limited to Medium travel will be required. Purchasing Card: Assigned purchasing card responsibilities.
