Service and Civic Innovation was established by the Serving Every Region\r
Through Vocational Exploration (SERVE) Act of 2023 with the purpose of\r
promoting service and volunteerism in the state of Maryland. The SERVE Act also\r
launched two new exciting service pathways for eligible youth and adults, in\r
addition to existing volunteer and service opportunities available through​ the Governor's\r
Office on Service and Volunteerism and Volunteer Maryland.\r

Main Purpose of Job

The Program Officer (PO) is an integral position in the administration of program grants on behalf of the Governor's Office on Service and Volunteerism (GOSV) within the Department of Service and Civic Innovation. The GOSV Program Officer will work closely with the Director and a Program Officer to manage the GOSV's program portfolio, assisting in the development of an annual monitoring plan, management of monitoring and reporting activities, and overseeing compliance of grant agreements, regulations, and policies. Current programs include AmeriCorps and Volunteer Generation Fund.\r

POSITION DUTIES

The Program Officer will:\r

Provide Program Grant Administration:\r
\r
\r
Develop, create and submit program grant proposals, applications and budgets.\r
Ensure compliance in program grant management and reporting.\r
Maintain and manage financial tracking systems for program grants.\r
\r
\r
Contribute to the annual grantee monitoring plan, including systems and records review annually:\r
\r
\r
Assist in the completion of narrative reports.\r
Assist grantees in developing and implementing effective evaluation systems regarding performance measures.\r
Monitor new program resources available from sources including CNCS, ASC and the National Service Knowledge Network website.\r
Maintains up-to-date contact list and program descriptions for all grantees.\r
\r

Promote National Service and Volunteerism:\r
\r
\r
Contribute to the GOSV's State Service Plan and annual outreach plan, website and print media.\r
Build, maintain and track relationships to promote service and volunteerism.\r
Promote and participate in GOSV volunteer recognition activities and events as requested.\r
\r
\r

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience: Four years of administrative staff or professional work. \r
Notes: \r
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. \r
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.\r

DESIRED OR PREFERRED QUALIFICATIONS

1.��At least 1 year of grants/budgeting experience.�\r
2.� At least 1 year of Customer Service experience.�\r
3.��At least 1 year of experience with Microsoft Office (Excel, Access, Word)\r
