Main Purpose of Job

This position is responsible for the overall administration, operation and management of planning, capital improvements, critical maintenance, interpretation, and natural resource restoration programs for the Maryland Park Service. These programmatic responsibilities include directing and coordinating programs necessary to support the operation of 77 State Parks and other Public Lands in the State of Maryland, to manage and preserve the natural, cultural, historical and recreational resources located on those properties, and to provide for the sustainable and safe use of these facilities and lands by over 20 million park visitors annually.\r

POSITION DUTIES

The Department of Natural Resources (DNR), Maryland Park Service (MPS), is currently accepting applications for a Program Manager III position, which serves as the Director of Planning. The offices of this position will be in the Tawes State Office Building in Annapolis, Maryland and at field offices throughout the assigned region. Duties require routine and consistent travel throughout the state. This position serves under the managerial supervision of the Director of the MPS and is responsible for the overall administration, operation and management of planning, capital improvements, critical maintenance, interpretation, and natural resource restoration programs for the MPS. These programmatic responsibilities include directing and coordinating programs necessary to support the operation of more than 90 state parks and other public lands in Maryland.\r

The selected candidate coordinates and manages over $20 million annually in Capital Projects and Critical Maintenance projects in State Parks statewide ranging from improvements to needed infrastructure (water, sewer, electric) to historically significant restoration and new capital investments. The incumbent must have experience and knowledge of site and building architectural design and natural resources planning, and makes critical decisions about the type, location and design of projects and logistics to ensure successful implementation of complex projects. The position also must be familiar with environmental remediation and restoration regulations and requirements for new acquisitions and mitigating environmental and public safety hazards on existing properties. The incumbent coordinates and works directly with staff of DNR's Engineering and Construction unit, Land Acquisition and Planning, Maryland Environmental Trust, Forestry,�Wildlife and Heritage, Resource Assessment,, Chesapeake and Coastal Services, and Critical Area Commission, as well as Maryland Departments of the Environment, Agriculture, Budget and Management, and General Services and the US Army Corps of Engineers. Conducts public meetings and coordinates and responds to inquiries from the public, contracted engineers and architects, state and federal stakeholders, and legislators.\r

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in environmental science or policy, natural resources planning, management or development, landscape architecture, or a related field.\r

Experience: Eight years of experience in natural resources planning or an applied environmental science. Five years of experience must have been in a supervisory capacity over full-time personnel engaged in natural resources planning, environmental planning, or applied environmental science.\r

3. Employees in this classification will be assigned duties that require the routine and consistent operation of a motor vehicle. Employees assigned such duties will be required to possess and maintain a valid Maryland driver's license.\r

DESIRED OR PREFERRED QUALIFICATIONS

Master's Degree in environmental science or policy, natural resources planning, management or development, landscape architecture, or a related field\r
American Institute of Certified Planners (AICP) certification\r
Project Management Institute (PMI) certification\r
Experience managing and evaluating conservation and/or park development projects\r
Knowledge of state or federal land conservation programs\r
Strong time management skills with the ability to coordinate and prioritize complex projects and adapt to changing needs when necessary\r
Proficiency with GIS for developing maps and analyzing land/conservation values\r
Strong knowledge or experience utilizing ArcGIS software for project analysis and site planning\r
Strong organization, database management, writing and research compilation skills\r
Knowledge of the principles of natural resources planning and the technological, social and economic factors having an effect upon natural resources protection, management and development\r
Knowledge of federal, state, regional and local planning concepts, procedures and permitting\r
Experience working with environmental professionals, planners and architectural and engineering consultants\r
Knowledge of biology, botany, horticulture, geography and ecology of Maryland and/or knowledge and interest in various aspects of land and natural resource management\r
\r

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r
