Your Opportunity:

In this full-time role at TechSource as a Deputy Program Technical Lead, you will work with the Nuclear Enterprise Assurance (NEA) Division (NA-121.4) to support the federal Nuclear Enterprise Assurance (NEA) Program Technical Lead (PTL) in all activities associated with planning and executing NEA technical activities at the Nuclear Security Enterprise (NSE) level within the National Nuclear Security Administration (NNSA), Management and Operating (M&O) contractors, the Department of Defense (DoD), and other partners.

The NEA Division ensures the NSE actively manages adversarial subversion risks to the nuclear weapons stockpile and associated research and development (R&D), design, production, and testing capabilities. The Division also enables risk-managed adoption of leading-edge technologies to meet constantly emerging nuclear deterrence requirements and reduce modernization schedules and costs.

This is a hybrid work arrangement, with 3 days in the office per week, while allowing 2 days of remote work weekly. The onsite work will be conducted in the NNSA offices in Albuquerque, NM.


What You Will Do:

  • Assist PTL in six major functions for the NEA program: technical integration, strategic planning, communications, advocacy, relationship building, and technical program integration evaluation/improvement.
  • Perform technical integration tasks include assisting in integration of NEA technical activities with a range of participants, including the NEA Core team, M&Os site NEA teams, NNSA Defense Programs, other NNSA support and program offices, and NNSA partners (e.g., DoD).
  • Provide strategic planning for technical activities includes developing and monitoring execution of capability development roadmaps to achieve long-term technical goals involving multiple sites or oversight of single-site technical roadmaps.
  • Assist the PTL with formulating, transmitting, defending, and executing budget and resources for NEA Technical Assurance initiatives, projects, and work scope.
  • Ensure communication of technical specifications and requirements among all NSE NEA practitioners and facilitate the sharing of NEA technical best practices.
  • Generate active engagement and participation of NNSA and M&Os for the successful implementation of the technical aspects of the NEA Program.
  • Develop relationships internally and externally, which include mapping NEA technical requirements to key NNSA federal offices, identifying relevant stakeholders, and reaching out to identified stakeholders to establish, grow, and maintain productive relations. Establish and grow relationships with three critical groups, the NEA Steering Group (NEASG), the NEA Integration Working Group (NIWG), and DOD.
  • Monitor and evaluate technical program integration performance, identify areas for improvement, and develop plans to address any gaps or deficiencies, which includes conducting regular program assessments and identifying opportunities to enhance program integration effectiveness.

What You Will Need:

  • Active Department of Energy (DOE) Q security clearance (or DoD Top Secret). Ability to obtain higher-level specialized clearance for access to Sensitive Compartmented Information. 10 or more years of technical project/program management experience in federal government, DOE, or DoD capacity.
  • Bachelor’s degree in STEM field preferred. Other degrees with appropriate experience may be considered. Masters’ degree preferred.
  • Ability to coordinate with multiple stakeholders across diverse organizational cultures, priorities, and responsibilities.
  • Demonstrated ability to assess and apply communication and formal facilitation knowledge and capabilities.
  • Excellent written and verbal communication skills with demonstrated experience writing and editing briefings and reports for senior and executive leadership, including the ability to remain a professional demeanor when presented with issues, and ability to work multiple issues at once and prioritize workload.
  • Experience with interdisciplinary teams.
  • Experience working in a high-performance team environment.
  • Ability to absorb additional tasks/scope as NEA Program Office portfolio matures.
  • Ability to travel up to 25%.
  • Familiarity with NNSA Nuclear Weapons programs and activities, missions, and policies preferred.
  • Knowledge of Phase 6.X process and Defense Programs Business Process System preferred.
