We are seeking a Program Manager to spearhead our surface water engineering initiatives, primarily serving government clients.

Key Responsibilities:
- Develop and implement a comprehensive business strategy aimed at growth, leveraging existing capabilities and contracts.
- Create a branding and outreach plan to enhance client engagement.

- Lead and cultivate high-performing teams to strategically expand our environmental services and emergency response offerings to state and local governments.

- Collaborate effectively with our stormwater engineering team and other professionals within the organization.
- Oversee the sales lifecycle, including prospecting, positioning, capture planning, proposal development, interviews, and closing deals.
- Foster strong relationships with clients and employees, ensuring trust and rapport.
- Maintain and expand client relationships, driving business growth.
- Exhibit excellent technical skills along with clear and effective written and verbal communication.
- Demonstrate strong business acumen, negotiation skills, and strategic insight.
Qualifications:
- Bachelor’s degree in civil or environmental engineering from an accredited institution.

- A minimum of fifteen (15) years of experience in surface water engineering, including hydrologic and hydraulic analysis, flood control, and design of various basins and infrastructure.

- At least five (5) years of experience in business development within this field.
- Proven ability to cultivate client relationships that lead to expanded work opportunities.
- Familiarity with State and Federal regulations and the ability to engage with regulatory agencies.
- A Professional Engineer (P.E.) license in the State of New Mexico is required.
- Demonstrated capability to lead and negotiate regulatory discussions.
- Promote a collaborative environment where team members build trust with clients and stakeholders.
- Strong skills in managing project scope, schedule, and budget.
