Position Overview

A Senior Technical Advisor (STA) is to provide technical advisory support to NA-ESH in its independent oversight role to assure Nuclear Explosive Safety (NES). Technical and management services shall be accomplished by technical experts and professionals in specific areas required to assess NES. These experts shall stimulate a more basic and complete consideration of NES for proposed operations and suggest to senior NNSA management opportunities to improve the effectiveness of NES evaluations and processes. To accomplish this function, STAs will provide input to improve the NES assessment process, participate in NES assessments, provide recommendations for safe operations of facilities, and assess the effectiveness of the NES process regarding safety of nuclear explosive operations. They will perform business/review functions required to complete the assigned tasks.

  • Familiarity with environmental regulations and the ability to ensure compliance.
  • Problem-solving skills, with the ability to mentor field staff and resolve issues efficiently.


Qualifications:

  • Employees must possess a Bachelor of Science degree in engineering, physics, materials science or chemistry and senior-level science, engineering, and/or management experience in safety evaluations, panels assessing high-consequence operations, and/or peer reviews. Specialized experience must be documented by resume or curriculum vitae sufficient to support senior-level experience in the areas listed below.
  • Department of Energy “Q” level Security Clearance (active in last 2 years).
  • STAs are required to have Sigma 15 access.

STAs assist in the evaluation of the NES assessment process and the performance of NES evaluations. NES Consultant participation will vary with the needs of the NES program and may also be requested to support other NES activities. Scope and specific expectations for such efforts will be negotiated by the Director of the Nuclear Explosive Safety Division and coordinated with the Office of the CDNS, NA-ESH. Experts will be required to provide independent expert advice on the conduct and implementation of the NES assessment process and the assembly/disassembly of nuclear weapons and other nuclear explosive operations and supporting activities within NNSA. These evaluations and studies vary widely in scope and complexity and could be as short as 2-3 days or exceed 6 weeks in length.


STAs and NES Consultants may be required to participate in monthly NES conference calls. The agenda will include recent events of interest to the NESSG members and planning for upcoming studies and events. Additional NES conference calls may be required on a case-by-case basis.


Travel to NNSA headquarters, national laboratories and various sites performing or supporting nuclear explosive operations will be required.


STAs may be required to attend periodic (up to 2 to 4) meetings annually with NA-12, the CDNS, and the Defense Nuclear Facilities Safety Board (DNFSB) in Washington, D.C. to discuss how safety and operations can be improved.


The NES Consultants and STAs will be given a period of time to review input documents and prepare lines of inquiry prior to the start of a NESS, as required. The documentation is detailed written information and analyses used to describe and substantiate the subject activities. Often, the input documentation is classified. Since the NES Consultants and STAs are employees of an independent contractor and are not federal employees, they are required to travel to a NNSA Site in order to review the documentation. The documentation review period will be in accordance with the timelines allowed by NNSA SD 452.2B. This places an additional burden on NES Consultants and STAs and ultimately requires additional coordination, travel, and work hours. This also requires STAs to complete and maintain the necessary requirements and access levels for both required unclassified and classified computer systems.


STAs provide written input upon completion of NES evaluations. These write-ups convey the impressions of a NESSG STA and are intended as constructive input to the CDNS related to NESS process improvements and technical rigor of NES assessments. STA write-ups may be classified; therefore, additional coordination for resources may be required at the time of the NES evaluation. STA recommendations do not require action unless deemed appropriate by NNSA management.
