Job Overview:

The Railroad Commission of Texas, recognized as a leader in oil and gas regulation, is seeking a Program Specialist V to engage in administrative, federal grant, and public outreach efforts within the Special Injection Permits Unit of the Oil and Gas Division. This unit will oversee the Underground Injection Control (UIC) program and manage associated federal grants for injection well UIC Classes III, V, and VI related to brine mining, geothermal, lithium, and geological CO2 storage.

Key Responsibilities:

  • Conduct administrative reviews of injection well permit applications and reports.
  • Manage grant processes, including technical reporting.
  • Communicate effectively with customers, staff, and the public regarding program details.
  • Assist the SIP Manager with budget management and coordination of training and travel.
  • Work under limited supervision, exercising initiative and independent judgment.
  • Collaborate with Communications Division staff on public outreach initiatives.

Essential Functions:

  • Perform various technical, training, research, planning, policy, program assessment, and administrative tasks for assigned programs.
  • Coordinate with program staff on planning, development, implementation, analysis, and documentation of agency programs.
  • Conduct compliance reviews with certification requirements, laws, regulations, and policies.
  • Provide guidance by interpreting policies and procedures related to the program.
  • Engage with community and professional groups to enhance program understanding.
  • Monitor performance reports and recommend necessary changes.
  • Analyze legislation and develop policy recommendations for programmatic issues.
  • Collect and prepare materials in response to program information requests.
  • Assist in developing program procedures and standards.
  • Review and process injection well permit applications and amendments.
  • Maintain records associated with permit applications and compliance.
  • Provide administrative support related to permit requirements.
  • Assist in preparing notices, correspondence, and reports related to permit activities.
  • May assist with project planning and training others.

Qualifications:

  • Graduation from an accredited four-year college or university.
  • Five years of program administration and clerical experience.
  • Knowledge of office practices and applicable policies.
  • Ability to respond to public inquiries and implement procedures effectively.
  • Valid Texas Driver's license and a good driving record.

Preferred Qualifications:

  • Experience in reviewing documents for regulatory compliance.
  • Knowledge of injection wells and environmental functions.
  • Experience in administering federal grants and public outreach.
