Job Overview:

The Railroad Commission of Texas, a leading authority in the regulation of the oil and gas sector, is seeking a Program Specialist V to engage in administrative tasks, federal grant management, and public outreach within the Special Injection Permits Unit of the Oil and Gas Division. This unit is responsible for the implementation and oversight of the Underground Injection Control (UIC) program and associated federal grants for injection well UIC Classes III, V, and VI, which pertain to brine mining, geothermal energy, lithium extraction, and geological CO2 storage.

Key Responsibilities:

  • Conduct administrative reviews of injection well permit applications and reports.
  • Manage federal grant activities, including technical reporting.
  • Communicate effectively with stakeholders, including customers and staff, regarding program details.
  • Assist in budget management and coordinate training and travel for the unit.
  • Collaborate with Communications Division staff to enhance public outreach efforts.

Essential Functions:

  • Perform a variety of technical, research, planning, and administrative activities for assigned programs.
  • Ensure compliance with certification requirements, laws, and regulations.
  • Engage with community and professional groups to promote understanding of the program.
  • Monitor performance reports and recommend necessary adjustments.
  • Analyze legislation to inform policy recommendations related to program funding and operations.
  • Prepare and evaluate program budget requests and maintain accurate records associated with permit applications.

Qualifications:

  • Graduation from an accredited four-year college or university.
  • Five years of experience in program administration and clerical work.
  • Proficient in standard office equipment and software.
  • Ability to respond to public inquiries and implement administrative procedures effectively.
  • Valid Texas Driver's license and a good driving record.

Preferred Qualifications:

  • Experience in reviewing documents for regulatory compliance.
  • Knowledge of injection wells and environmental regulations.
  • Experience with federal grant administration and public outreach initiatives.
