Job Description

The Railroad Commission of Texas is seeking a highly skilled Regulatory Compliance Specialist to join our team. As a key member of our Pipeline Safety Department, you will play a critical role in ensuring the safe and efficient operation of our pipeline infrastructure.

Key Responsibilities:
  • Review and process T4 pipeline permit applications submitted by pipeline operators.
  • Provide administrative and technical assistance related to T4 Pipeline Permitting for the public, agency staff, and government and elected officials.
  • Ensure workflow is maintained to meet performance measures.
  • Reply to compliance inquiries, verbally and in writing.
  • Collect and organize pipeline permitting statistical data.
  • May train others.
  • Maintains detailed updates to online databases.
  • Completes web-based data collection, query, and analysis.
  • Maintains high attention to detail while working on multiple reports and inquiries.
  • Travel, including overnight and/or weekends, may be required for training purposes and to present educational materials to a regulated industry.
Requirements:
  • One year experience in research, compliance analysis or monitoring, legal analysis, and/or auditing work.
  • Graduation from an accredited four-year college or university.
  • Experience and education may be substituted for one another.
Preferred Qualifications:
  • Experience in oil, gas, or pipeline regulatory functions.
  • Knowledge of the Railroad Commission's rules, policies, and procedures.
  • One year experience implementing technical and administrative procedures, rules, regulations, policies, and enforcement guidelines.
  • Experience with public speaking/educational outreach.

  • Ability to work effectively on a team.

  • Ability to respond to high pressure situations and meet changing demands and timelines.
  • Ability to learn regulations and standards.
  • Proficient in the use of computer systems utilizing Microsoft Office Suite and database systems.
  • Demonstrate excellent organizational, communication and writing skills.
  • Knowledge of office practices; of administrative and technical procedures; and of applicable policies, administrative codes, and statutes.
  • Knowledge and understanding of pipeline permitting regulations and best practices.
