Job Overview:

The Program Specialist for Special Projects operates under the guidance of the Director of Data Analytics and Special Projects within the Community Health Improvement (CHI) Division.

This role entails providing advanced consultative services and technical support in the realm of inter- and intra-agency program coordination for CHI, while overseeing special initiatives through a public health prevention lens.

Key responsibilities include conducting specialized research projects, assessments, and analyses, such as needs assessments, health impact evaluations, and economic assessments.

The position also involves offering guidance to team members in the formulation and integration of innovative methods and procedures, encompassing data collection, management, analysis, and reporting techniques.

Additionally, the Program Specialist is responsible for the completion of strategic planning documents, which include state plans and legislative briefs for special initiatives.


Core Responsibilities:
1. Consultative Services and Technical Support:

Deliver senior-level consultative services and technical assistance to agency leadership regarding inter- and intra-agency program coordination for CHI. Oversee special initiatives utilizing a public health prevention framework. Manage high-profile projects related to maternal and child health, behavioral health, chronic disease, and other public health initiatives, including quarterly reports for relevant oversight bodies.

Evaluate projects and provide guidance on development, coordination, and implementation while resolving operational challenges.


2. Research, Analysis, and Reporting:

Conduct specialized research projects and analyses, including needs assessments and health impact evaluations. Guide staff in the development and integration of new methodologies for data collection, management, and reporting.

Oversee surveys and ensure that components meet program requirements for data compilation and information gathering.


3. Strategic Planning Documentation:

Oversee the preparation of strategic planning documents, including state plans and legislative briefs for special initiatives. Engage in complex strategic planning work related to legislative and executive requests for information and reports on CHI initiatives.

Prepare reports and formulate evidence-based solutions to challenges, advising leadership accordingly.


4. Performance Measurement Coordination:

Collaborate with CHI program staff to ensure that performance measurement needs and processes are met, including gathering, tracking, and reporting performance data in compliance with funding requirements.

Analyze data to identify trends and forecast performance, and assist in the development of new measures as necessary.


5. Additional Responsibilities:

Engage in other duties as assigned, which may include participating in disaster response and recovery efforts as needed. This may require flexibility in work hours and location.


Required Knowledge, Skills, and Abilities:

Strong understanding of state and federal laws related to public health administration and project management.

Proficient in project planning, development, implementation, and evaluation.

Familiarity with state public and behavioral health programs and the Texas legislative processes.

Expertise in research methods, statistical analyses, and budget processes.

Ability to utilize data visualization tools and methods effectively.

Exceptional skills in project planning, leading teams, and collaborating with multiple stakeholders.

Strong written and oral communication skills, including the ability to create presentations for diverse audiences.

Ability to manage and prioritize workload effectively while meeting deadlines.

Capacity to gather, analyze, and interpret data, as well as develop data visualizations.

Ability to communicate effectively with individuals from diverse backgrounds.
