JOB TITLE: CHIEF FINANCIAL OFFICER

LOCATION: TEXAS CITY, TEXAS

EMPLOYMENT STATUS: FULL-TIME, EXEMPT, BENEFITS-ELIGIBLE

SUMMARY

The Chief Financial Officer is responsible for leading the finance and administration division of Gulf Coast Transit District (GCTD), ensuring that financial operations align with both immediate and long-term strategic objectives.

KEY RESPONSIBILITIES

  • Demonstrate professionalism and ethical conduct in interactions with clients, colleagues, vendors, and the public, ensuring prompt and courteous service.
  • Exhibit strong leadership skills, maintaining confidentiality and exercising sound judgment in decision-making.
  • Communicate effectively in both verbal and written formats.
  • Analyze and manage extensive data sets.
  • Foster and maintain positive working relationships with stakeholders.
  • Ensure compliance with GCTD policies and procedures.
  • Oversee compensation structures and staffing ratios in relation to budgetary constraints.
  • Delegate projects and guide staff to guarantee compliance and precision.
  • Participate in mandatory meetings and training sessions.
  • Maintain a keen attention to detail and accuracy in all financial matters.
  • Coordinate annual audits, providing recommendations for system improvements and corrective actions.
  • Collaborate with independent auditors to prepare necessary regulatory documentation.
  • Develop and uphold robust financial controls, policies, and procedures.
  • Ensure the efficient operation of all financial systems, including but not limited to receipts, disbursements, billing, bookkeeping, budgeting, and accounting.
  • Establish and maintain comprehensive fiscal records to document all transactions.
  • Manage the daily operations of the accounting department, ensuring timely completion of month-end and year-end processes.
  • Monitor and analyze financial data, producing accurate financial reports and statements.
  • Oversee payroll functions, including liabilities and benefits management.
  • Administer accounts payable and receivable processes.
  • Ensure compliance with accounting standards and maintain detailed fiscal records.
  • Manage annual property tax exemptions and insurance reporting obligations.
  • Supervise asset management and reconciliations.
  • Oversee organizational contracts and financial agreements.
  • Manage cash flow activities, including forecasting and cash runs.
  • Oversee debt management and grant processes, including proposal submissions and reporting.
  • Lead the annual budgeting and financial planning initiatives.
  • Prepare and present monthly financial statements, including profit and loss reports, balance sheets, and cash flow statements.
  • Demonstrate proficiency in Microsoft Office Suite, particularly Excel and Outlook.
  • Possess a strong understanding of Texas regulations and compliance requirements.
  • Exhibit knowledge of state and federal employment regulations.
  • Provide comprehensive financial oversight across all management functions.
  • Deliver exceptional customer service to all stakeholders.
  • Analyze revenue and expenditure variances, presenting findings to relevant parties.
  • Utilize strong analytical and problem-solving skills to address financial challenges.
  • Manage treasury functions and budgeting processes.
  • Conduct reconciliations for trust accounts.
  • Ensure effective management of personnel and compliance records.
  • Collaborate with the executive director and staff to develop and implement organizational budgets.
SUPERVISION
  • Reports directly to the executive director.
REQUIRED QUALIFICATIONS
  • Active and valid vehicle liability insurance.
  • No more than three moving or safety violations within the past three years.
  • Possession of a valid Texas driver's license.
EDUCATION & EXPERIENCE
  • High School Diploma or GED; extensive work experience may substitute for formal education.
  • Five years of experience in grants management.
  • Five years of experience in budgeting processes within an organization.
  • Five years of supervisory experience in finance.
  • Five years of experience in finance and accounting, including data reporting and audit coordination.
  • Experience in both for-profit and non-profit finance settings.
  • Proficiency in Microsoft Office applications and general computer skills.
  • Strong organizational and planning capabilities.
PREFERRED QUALIFICATIONS
  • Additional education or experience beyond the required qualifications will be evaluated favorably.
WORKING CONDITIONS
  • Travel may be required within designated counties.
  • Work hours may vary based on organizational needs, including weekends and holidays.
  • Work may be performed in various settings, including office and remote environments.
SPECIAL PROJECTS
  • Assist GCTD management with special projects as needed.
  • Complete additional assignments as directed by the executive director related to finance and accounting.

  • Ability to navigate stairs and perform physical tasks as required.
